Planning Board Meeting - IN-PERSON ONLY!!!

Start: Tuesday, June 24, 2025, 7:30 PM

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, June 24, 2025 at 7:30pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 7:30 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan & Special Use Permit Discussion of a site development plan entitled “Site Plan Phase 1 – 66 Highview Road”, proposing a phased plan including conversation of the existing House or Worship to a school for up to 88 students and an addition on the 0.60-acre lot.Phase 1 will include utility improvements and revising the driveway. In Phase Two, two additions are proposed to the building. The use of the building of a house of worship will stop at the time that the building is converted to a school. The property in question is located at 66 Highview Road, Monsey, NY on the north side of Highview Road, approximately 200 feet west of College Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.06-1-14 and is located in an R-25 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on May 22, 2025, and a coordinated review was initiated on May 23, 2025.  Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of Remsen Shul Inc, 86 Route 59, Spring Valley, NY 10977, for Final Amended Siet Plan of a site development plan entitled “Remsen Shul”, proposing a 4,500sf addition in the form of an additional two stories to an existing house of worship on the 0.59-acre lot and add four parking spaces to the existing parking lot.The property in question is located at 211 Remsen Avenue, Monsey, New York on the west side of Remsen Avenue, approximately 450 feet South of Dolson Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.06-3-43 and is located in an R-15A Zone. On November 12, 2024, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Application of Sara Israel, 5 Edwin Lane, Monsey, New York 10952, for Final Subdivision approval of a subdivision plan entitled “3-5 Heights Road” for a project entitled “Heights Division”, proposing to subdivide two existing lots totaling 2.12-acres into four lots with easement access between. The existing single families on each lot will be removed and replaced by four single-family dwellings. The property is located at 3 and 5 Heights Road, Suffern, NY on the east side of Heights Road approximately 140 feet North of Stemmer Lane, is designated on the Ramapo Tax Map as Section, Block, Lot 56.05-1-52 & 55, and is located in a R-25 Zone. On December 17, 2024, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Application of Congregation Bobov Community of Rockland County, 80 Grove Street, Monsey, NY 10952 for Final Subdivision approval of a subdivision plan entitled “Grove Street Subdivision”, proposing to subdivide 14.37-acres into three lots, creating a buffer between the existing school and dormitory at 80 Grove Street and this application, which currently consists of an assisted living facility. The property in question is located at 50 N. Saddle River Road, Monsey, NY on the north side of Grove Street, approximately 0 feet west of Saddle River Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.11-3-9 and is located in an R-15A Zone. On March 11, 2025, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Application of Mount Ivy, LLC, 101 Chase Avenue, Suite 201, Lakewood, NJ 08701 for final site development plan approval and final planned unit development approval for Phase 1 as indicated on a site plan entitled “Final PUD & Site Development Plan – Phase 1 for Millers Pond” proposing renovated clubhouse, portions of mixed-use Village Center, 280 new townhomes and related infrastructure, parks and open space. The property is located at located at 110-118 Pomona Road, Pomona, NY on the north side of Pomona Road, approximately 0 feet west of the intersection of Camp Hill Road, Station Road and Pomona Road, a total of 62 acres and is designated on the Ramapo Tax Map as Section, Block, Lots 33.13-2-6, 33.09-2-31 and 33.09-2-37 and is located in an MP-PUD Zone.   This application is being made pursuant to Ramapo Zoning Code Article IX (Site Development Plan), § 376-24 and § 376-25 (Local Law 2 of 2024). The Ramapo Town Board as SEQRA Lead Agency for the Northeast Ramapo Development Plan (NRDP) classified the Millers Pond Planned Unit Development (“MP-PUD”) on the property as a Type 1 SEQRA Action on February 22, 2023, and a coordinated review was initiated. On August 23, 2023 the Ramapo Town Board as Lead Agency issued Amended and Supplemental SEQRA Findings after considering the FGEIS for the NRDP and extensive supplemental environmental analyses and documentation.  The Planning Board will consider issuance of its own Statement of SEQRA Findings as an involved agency pursuant to 6 NYCRR Part 617.10(b) and 617.11.  Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
