Planning Board Meeting September 7, 2022 at 8:00 pm - IN-PERSON ONLY!!!

LEGAL NOTICE


NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will meet in-person on Wednesday, September 7, 2022 at 8:00pm at Ramapo Town Hall, 237 Route 59, Suffern, New York, 10901, and will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those applications.


After providing opportunity for those present and wishing to be heard to address the Planning Board, the Board will determine whether a Public Hearing should be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the posted meeting agenda. Application files may be updated before the public hearing is opened to include applicant submissions and agency reviews received on or before the date of the hearing.


PLEASE NOTE that the Board is meeting in-person; applicants and their representatives, and interested persons who wish to be heard on an application, must be present in-person. The meeting will not be livestreamed. Written comments may be submitted to the Planning Board Secretary by regular mail, email, or fax, but must be received by the Secretary before 4:00 PM on the day of the hearing.


1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Amended Site Plan Approval with respect to an application of LB Acreage LLC, 9 Laura Place, Spring Valley, New York, 10977, for approval of a site development plan entitled “Avon Gardens East”, consisting of 46-dwelling units among 12 buildings. The site in question consists of 4.28 acres of property in total, is located at 1-12 Van Ness Road, Spring Valley, New York 10977 on the North side of Viola Road, approximately 365 feet East of Union Road, is further identified on the Ramapo Tax Map as Section, Block, Lot 50.09-3-4 through 9 and 50.13-3-5 through 8, and is located in a MR-16 Zoning District, as previously granted by a use variance. The Planning Board classified the proposed action as an Unlisted SEQRA action on February 8, 2022, and a coordinated review was initiated on February 15, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


2. Application of Yeshiva Ohr Yisrael Inc, 30 N. Saddle River Road, Monsey, New York 10952, for Final Site Plan and Special Permit approval of a site plan entitled “Yeshiva Ohr Yisrael- 48-50-52 Carlton Road” consisting of construction of a new school, two dormitory buildings and a caretakers residence including a basketball court on the site. The applicant proposes to combine the lots and removed existing buildings, driveways and concrete pad. The site in question consists of 1.99 acres of property in total, located at 48-50-52 Carlton Road, Monsey, New York 10952 on the North side of Carlton Road, approximately 298 feet West of West Maple Avenue. It is identified on the Ramapo Tax Map as Section, Block, Lots 49.19-3-73, 74, 75, 76 and is located in a R-35 Zoning District. On March 8, 2022 the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and a SEQRA negative declaration was thereafter issued.


3. Application of Kahal Mekor Chaim, 7 Valencia Drive, Monsey, New York, 10952 for Amended Final Site Plan Approval of a site plan entitled “Kahal Mekor Chaim-7 Valencia Drive”, consisting of an addition to a local house of worship with Rabbi’s residence on the 0.581-acre site. The property in question is located at 7 Valencia Drive, Monsey, New York, 10952 on the West side of Valencia Drive, approximately 486 feet East of Concord Drive and is known and designated on the Ramapo Tax Map as Section, Block, Lot 49.15-2-7 and in a R-40 zoning district. On February 22, 2022 the Planning Board classified the proposed action as a Type II SEQRA Action, and determined that no further review SEQRA review was required.


4. Application of Hatzoloh EMS, Inc., 19 Grove Street, Monsey, New York, 10952, for Final Site Plan Approval of a site plan entitled “Ladentown Road Hatzoloh EMS, Inc.”, showing a new ambulance garage on a proposed 3.3-acre leasehold parcel. The proposed lease parcel is part of property located at 1540 Route 202, Pomona, New York 10977, on the North side of Route 202 and approximately 0 feet East of Camp Hill Road, and is known and designated on the Ramapo Tax Map as Section, Block, Lot 33.05-2-4 in a PO zone. The aforesaid property is also the subject of a condominium declaration filed by American Heritage Commons Condo in the Rockland County Clerk’s Office. On December 7, 2021, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and a SEQRA negative declaration was thereafter issued.
