Planning Board Meeting October 17, 2023 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, October 17, 2023 at 8:00pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Application of Congregation Bobover Yeshiva of Monsey, 230 Viola Road, Monsey, NY 10952 for Final Site Plan and Special Permit approval of a site development plan entitled “Congregation Bobover of Monsey”, proposing a new school on the 0.679-acre site. The existing residence on the site will be demolished. The property is located at 83 Highview Road, Suffern NY on the South side of Highview Road, approximately 1100 feet West of College Road, is designated on the Ramapo Tax Map as Section, Block, Lot 56.05-2-23, and is located in an R-25 Zone.On May 16, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Sketch Plat and Final Subdivision Approval with respect to an application of Carlton Road Owner, LLC, 805 Third Avenue 7th Floor, New York, NY 10022, of a subdivision plan entitled “Extell Development Company Carlton Road”, proposing the subdivision of a 58.24-acre lot into two lots and a lot line adjustment between 18 Briarwood Lane and 82/86 Carlton Road lots. The property is located at 78, 82/86 Carlton, 103 College Road and 18 Briarwood Lane on the North side of Carlton Road, approximately 0 feet West of College Road, is designated on the Ramapo Tax Map as Section, Block, Lots 49.13-2-9, 849.13-2-9, 49.18-1-1, 49.14-1-74 & 49.13-2-6, and is located in a R-50 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on August 8, 2023, and a coordinated review was initiated on August 11, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

Application of 22-24 Decatur LLC, 86 East Route 59, Spring Valley, NY 10977 for Final Site Plan approval of a site development plan entitled “22 Decatur Avenue”, proposing a new 24-unit multi-family development on the 1.02-acre site; the existing single-family residence will be demolished. The property is located at 22 Decatur Avenue, Spring Valley, NY on the East side of Decatur Avenue, approximately 88 feet North of West Central Avenue, is designated on the Ramapo Tax Map as Section, Block, Lot 57.09-1-21, and is located in an R-15C Zone.On March 28, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.

Application of Moshe Klein, 3 Dolson Road, Monsey, NY 10952 for Final Subdivision approval of a subdivision plan entitled “231 Remsen Avenue”, proposing a two-lot subdivision of the 0.57-acre site, with a single-family residence plus 1 accessory apartment on lot 1 and a two-family residence with 1 accessory apartment on lot 2. The existing residence will be removed. The property is located at 231 Remsen Avenue, Monsey, NY on the West side of Remsen Avenue, approximately 250 feet South of Dolson Road, is designated on the Ramapo Tax Map as Section, Block, Lot 56.06-3-45, and is located in an R-15A Zone.On March 28, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.

Application of Cong Torah Tmimah c/o Silbiger, 70 Main Street, Monsey, NY 10952 for Final Site Plan approval of a subdivision plan entitled “Torah Timmah Cong c/o Silberger”, proposing a first and second floor overhang addition to a previously approved local house of worship. The property is located at 70 Main Street, Monsey, NY on the East side of Main Street approximately 250 feet South of Maple Leaf Road, is designated on the Ramapo Tax Map as Section, Block, Lot 56.11-2-15, and is located in an R-15C Zone.On April 25, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion with respect to an application of Fountainview at College Road, Inc., 2000 Fountainview Drive, for approval of a site development plan entitled “Fountainview at College Road”, proposing a new skilled nursing facility at 11 College Road with access from 2000 Fountainview Drive (aka 1101-4318 Fountainview Drive) via easements. The property in question is located at 11 College Road and 2000 Fountainview Drive (aka 1101-4318 Fountainview Drive), Monsey, NY on the West side of College Road, approximately 920 feet South of Olympia Lane, is designated on the Ramapo Tax Map as Section, Block, Lot 56.09-1-4.2 and 56.09-1-5 and is located in an RSH Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on May 16, 2023, and a coordinated review was initiated on August 11, 2023.  Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
