Planning Board Meeting May 14, 2024 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, May 14, 2024 at 8:00pm.


Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person. Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing. The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.


1. Application of Isumer Rosenbaum, 80 Bates Drive, Monsey, NY 10952, for Final Site Plan approval of a site development plan entitled “Congregation Tifereth Israel”, proposing a new Local House of Worship to be used primarily on Friday and Saturdays and Holidays on the 0.40-acre lot. Existing House of Worship to be demolished. The property in question is located at 55 W Maple Avenue, Monsey, NY on the West side of Maple Avenue, approximately 0 feet South of Boxwood Lane, is designated on the Ramapo Tax Map as Section, Block, Lot 56.07-2-20 and is located in an R-15A Zone. On September 12, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.


2. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) with respect to an application of Menachem Davidson, 73 Blauvelt Road, Monsey, NY 10952, for approval of a site development plan entitled “21 Northbrook Road”, proposing an additional curb cut for the development of two attached townhouses. The property in question is located at 21 Northbrook Road, Spring Valley, NY on the West side of Northbrook Road, approximately 100 feet North of Merrick Lane, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 50.19-2-32 and is located in an R-15 Zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


3. Application of Pinchus Nussbaum, 25 Sunny Ridge Road, Spring Valley, NY, for Final Site Plan approval of a site development plan entitled “7 Durante Court”, proposing conversion of the existing single-family dwelling on the 0.37-acre lot to a house of worship, with a proposed addition, which will also be used as the house of worship. The property is located at 7 Durante Court, Spring Valley, NY on the north side of Durante Court, approximately 100 feet west of Landau Lane, is designated on the Ramapo Tax Map as Section, Block, Lots 50.06-3-44, and is located in an R-25 Zone. On December 19, 20-23, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.


4. Application of Yakov Grunwald, 7 Ayr Court, Airmont, NY 10901, for Final Site Plan approval and Amended Final Subdivision approval of a subdivision plan entitled “Bluefield Extension”, proposing 5 additional accessory apartments to the previously approved subdivision plan on the 1.05-acre site. The property is located at 11, 13, 17 & 19 Lazar Court, Spring Valley, NY on the east side of Union Road approximately 365 feet south of Eckerson Road, is designated on the Ramapo Tax Map as Section, Block, Lots 50.13-3-30.1, 30.2, 30.3 & 30.4, and is located in an R-15 Zone. On January 23, 2024, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.


5. Application of 17 Ravenna Drive, LLC, 17 Ravenna Drive, Pomona, NY 10970 for Final Site Plan approval of a site development plan entitled “17 Ravenna Drive”, proposing a new Local House of Worship on the 1.33-acre site. The existing residence will be removed. The property is located at 17 Ravenna Drive, Pomona, NY on the east side of Ravenna Drive approximately 50 feet west of Tiffin Lane, is designated on the Ramapo Tax Map as Section, Block, Lots 33.20-1-24, and is located in an R-35 Zone. On January 23, 2024, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.


6. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion, with respect to an application of W Maple Cottages, LLC, 1 Executive Blvd, Ste. 101, Suffern, NY 10901, of a site development plan entitled “Maplewood Meadows”, proposing a 28-unit, Multi-Family building on 1.06-acres. Existing residences to be demolished. The property is located at 16 W Maple Avenue and 1 Maplewood Avenue, Monsey, NY on the north side of W Maple Ave, approximately 100 feet east of Elyon Road, is designated on the Ramapo Tax Map as Section, Block, Lots 56.07-4-22 & 29, and is located in an R-15C Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on March 26, 2024, and a coordinated review was initiated on April 1, 2024. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
