LEGAL NOTICE


NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will meet on Tuesday, March 8, 2022 at 8:00pm and will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those applications.

The remote meeting will be convened at Ramapo Town Hall, 237 Route 59, Suffern, NY, but the Board members, applicants and their representatives, and the public will attend the meeting remotely via the Zoom platform, using the instructions below.
At the meeting, the Planning Board will hold Public Hearings on the following application(s). After providing opportunity for those present and wishing to be heard to address the Planning Board, the Board will determine whether a Public Hearing should be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the posted meeting agenda.

PLEASE TAKE FURTHER NOTICE that the statutory authority for public bodies to conduct remote meetings will expire when the current State of Emergency expires or is terminated by Executive Order of the Governor. In that event, the Planning Board will give notice on the Town’s website no later than the day of the scheduled meeting that it will meet in-person at Town Hall on that date, and reserves the right to require that applicants and persons wishing to be heard be present in-person, and that persons wishing to enter Town Hall to attend the meeting comply with all applicable federal, state and county health guidance.

1. Re-Affirm Negative Declaration of October 29, 2019, and Revised Site Plan and Revised Subdivision discussion with respect to an application of Shoppers Haven, LLC, 5 Ida Road, Monsey, New York 10952, for approval of a site plan and subdivision plan entitled Shoppers Haven. The Planning Board had granted conditional subdivision and site plan approval by resolution signed on December 11, 2020. The applicant proposes to modify the conditionally approved 3 lot subdivision to eliminate the lot line between lots 2 and 3 and requests Planning Board approval of the revised site plan and revised 2 Lot subdivision plan. The property in question is located at 27 Orchard Street Monsey, New York on the East side of NYS Route 306, at its intersection with Orchard Street, which is presently designated on the Ramapo Tax Map as Section, Block, Lot 56.11-2-29.2, 56.11-2-31 and 56.12-1-5.2, comprising 8.14 acres in the aggregate and is located in a CS zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

2. Application of Congregation Pe’er Bais Yaakov, 133 Route 59, Suffern, New York, 10901, for Final Site Plan and Special Permit Approval of a site development plan entitled Pe’er Bais Yaakov (at 607 Route 306) consisting of a new school on a 2.0 acre parcel, the existing two-story dwelling to be removed. The property in question is located at 607 Route 306, Suffern, New York, 10901, on the West side of Route 306, approximately 0 feet West of
Boar Court, which is designated on the Ramapo Tax Map as Section, Block, Lot 32.15-2-15, and is located in an R-40 Zone. On October 12, 2021, the Planning Board classified the proposed action as an Unlisted SEQRA action, determined that preparation of an environmental impact statement was not required, and issued a SEQRA negative declaration.

3. Application of Suez Water New York Inc., 162 Old Mill Road, West Nyack, York, 10994, for Final Site Plan Approval of a final site development plan entitled Suez Water NY PFAS Compliance-Pomona Well #38 consisting of construction of a new building to house equipment for PFAS treatment on the 9.514-acre site. The property in question is located at 12 Camp Hill Road, Pomona, New York [formerly 6 Camp Hill Road], Pomona, New York, 10970, on the Northern side of Camp Hill Road, approximately 150 feet East of the intersection of White Birch Drive and Camp Hill Road, is designated on the Ramapo Tax Map as Section, Block, Lot 33.13-2-11, and is located in an RR-80 Zone. On October 26, 2021, the Planning Board classified the proposed action as an Unlisted SEQRA action, determined that preparation of an environmental impact statement was not required, and issued a SEQRA negative declaration.

4. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan Discussion and Special Permit Discussion with respect to an application of Yeshiva Ohr Yisroel, Inc., 30 N. Saddle River Road, Monsey, New York 10952, for approval of site development plan entitled Yeshiva Ohr Yisrael – 48-50-52 Carlton Road showing a new school, two dormitories, caretaker’s residence and basketball court with removal of existing buildings on the 1.99-acre site. The property in question is located at 48-50-52 Carlton Road, Monsey, New York 10952 on the North side of Carlton Road, approximately 298 feet West of West Maple, is designated on the Ramapo Tax Map as Section, Block, Lot 49.19-3-73,-74,-75 & -76 and is located in a R-35 zone. The Planning Board classified the proposed action as an Unlisted SEQRA action on January 11, 2022 and a coordinated review was initiated on January 20, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this
Hearing from interested members of the public and involved/interested agencies.

5. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan Discussion with respect to an application of Israel Schiff,3 Joshua Court, Monsey, New York, 10952, for approval of site development plan entitled 5 South Remsen showing an addition to existing single-family dwelling and conversion to local house of worship on the 0.285-acre site. The property in question is located at 5 S. Remsen Avenue, Monsey, New York 10952 on the East side of S. Remsen Avenue, approximately 89 feet South of Route 59, which is designated on the Ramapo Tax Map as Section, Block, Lot 56.14-3-14 and is located in a R-15 zone. The Planning Board classified the proposed action as an Unlisted SEQRA action on January 25, 2022 and a coordinated review was initiated on February 14, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
