Planning Board Meeting January 9, 2024 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, January 9, 2024 at 8:00pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan and Special Use Permit Discussion, with respect to an application of Hanoch Feldman, 17 Bluefield Drive #101, Spring Valley, NY 10977, of a site development plan entitled “Yeshivah Yeshuois Moishe Viznitz”, proposing to convert an existing single family dwelling on the 1.3-acre lot to a new school with dormitory. The property is located at 5 Whisper Lane, Suffern, NY on the east side of Whisper Lane, approximately 270 feet south of Carlton Road, is designated on the Ramapo Tax Map as Section, Block, Lots 49.17-2-29, and is located in an R-25 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on November 14, 2023, and a coordinated review was initiated on November 21, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of Isaac Wurzberger, 11 Milton Place, Spring Valley, NY 10977, for Final Site Plan and Special Permit approval of a site development plan entitled “Brightview Management-Satmar Monsey Mikvah”, for a project entitled “Satmar Monsey Mikvah proposing a community Mikvah on 1.7-acrsite. The three existing dwellings on the site are to be demolished. The property is located at 17, 19 and 21 Pioneer Avenue, Suffern, NY on the west side of Pioneer Avenue approximately 140 feet south of N. Airmont Road, is designated on the Ramapo Tax Map as Section, Block, Lot 56.08-3-39, 40 & 41, and is located in an R-25 Zone.On August 22, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval, with respect to an application of 62 Hempstead LLC and 64 Hempstead LLC, 1 Larissa Court, Airmont, NY 10952, of a subdivision plan entitled “62-64 Hempstead Court”, proposing a four-lot subdivision of a 0.99-acre site with a single-family dwelling on each lot; an existing single family dwelling will be demolished. The property is located at 62 & 64 Hempstead Road, Spring Valley, NY on the east side of New Hempstead Road, approximately 313 feet north of Williams Ave, is designated on the Ramapo Tax Map as Section, Block, Lots 50.10-2-91 & 92, and is located in an R-15 Zone. The Planning Board classified the proposed action as a Type 1 SEQRA Action on November 14, 2023, and a coordinated review was initiated on November 21, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

Application of Janet Gay Newman Irrevocable Trust & Paul Uhry Newman, Trustee, 46 South Mountain Road, New City, NY 10956, for Final Subdivision approval of a subdivision development plan entitled “Janet Gay Newman Irrevocable Trust”, proposing a two-lot subdivision of an 11.38-acre parcel, with existing structures on Lot 1 to remain, and Lot 2 to be conveyed to the County of Rockland, as dedicated open space parkland. The property in question is located at 46 South Mountain Road on the North side of Dogwood Lane, approximately 1,630 feet Northwest of the intersection of Brook Road & Buena Vista Road, is known and designated on the Ramapo Tax Map as Section, Block, Lot 33.12-1-2.1, and is located in a RR-80 Zone.On August 8, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Application of David & Blima Weingarten, 9 Anjou Lane, Monsey, New York, 10952, for Final Subdivision approval of a subdivision plan entitled “255 & 257 Viola Road”, consisting of a lot line change that will move the lot line separating the property 35.5 feet, so the existing driveway is located only on 255 Viola, increasing the lot area of 255 Viola and reducing the lot area of 257 Viola. The properties in question are located at 255 & 257 Viola Road, Monsey, New York, 10952 on the South side of Viola Road, approximately 160 feet West of Concord Drive, comprise in the aggregate 5.3949 acres, are designated on the Ramapo Tax Map as Section, Block, Lots 49.11-1-6 & 7.1, and are located in an R-40 Zone. On August 8, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
