NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, New York or via Zoom on Tuesday, December 7, 2021 at 8:00pm, and open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. At the meeting, the Planning Board will hold Public Hearings on the following application(s). Links to files containing the application and supporting documents are available on the Town website using the posted meeting agenda.

1. Application of Congregation Talmud Torah Imrai Bina Inc, 47 Briarcliff Drive, Monsey, New York, 10952 for Final Site Plan and Special Permit Approval with respect to a drawing entitled 244 Viola Road, showing a proposed new school by conversion of an existing single-family dwelling and addition on 1.0810 acres. The property in question is located at 244 Viola Road, Monsey, New York on the North side of Viola Road and approximately 711 feet East of Concord Drive which is designated on the Ramapo Tax Map as Section, Block, Lot 49.07-1-41 in an R-40 zone. On April 27, 2021, the Planning Board classified the proposed action as an Unlisted SEQRA action, determined that preparation of an environmental impact statement was not required, and issued a SEQRA negative declaration.


2. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Revised Site Plan and Special Permit Approval with respect to an application of Samuel Wertheimer, 15 Monsey Boulevard, Monsey, New York, 10952 with respect to a drawing entitled Congregation Yetev Lev of Monsey showing the conversion of a former adult home structure to a school on a 5.27 acre lot. The property in question is located at 13 & 15 Monsey Boulevard, Monsey, New York 10952 on the East side of Monsey Boulevard, approximately 0 feet North of Nissan Court, which is designated on the Ramapo Tax Map as Section, Block, Lot 56.12-2-2.1in a R-15C Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on October 26, 2021, and a coordinated review was initiated on November 1, 2021. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


3. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan
Discussion with respect to an application of Suez Water New York, Inc. 162 Old Mill Road, West Nyack, New York 10994 with respect to a drawing entitled PFAS Compliance for Groundwater Wells Project B showing the construction of a new building to house equipment for PFAS treatment on the 8.34 acre site. The property in question is located at 141 College Road, Suffern, New York, 10901 on the South side of Viola Road, approximately 500 feet Southeast of Rockland Community College Technology Center, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 49.10-1-26 in a R-40 & R-50 zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on October 12, 2021, and a coordinated review was initiated on October 25, 2021. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


4. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of Ateres Hatorah Ohel Yaakov, LLC, 3 Dolson Road, Monsey, New York 10952 with respect to a drawing entitled 4 Dolson Road, showing a three-lot subdivision of a 0.99-acre parcel of land with a single-family residence proposed on each of the resulting lots. The property in question is located at 4 Dolson Road, Monsey, New York 10952, on the East side of Dolson Road and approximately 0 feet West of Remsen Avenue which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.06-3-81 in an R-25 and R-15 zones. The Planning Board classified the proposed action as a Type 1 SEQRA Action on October 26, 2021, and a coordinated review was initiated on November 1, 2021. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


5. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion with respect to an application of Hatzoloh EMS, Inc., 19 Grove Street, Monsey, NY, 10952 with respect to a drawing entitled Ladentown Road Hatzoloh EMS, Inc., showing a new ambulance garage on a proposed 3.3089-acre leasehold parcel. The proposed lease parcel is part of property located at 1540 Route 202, Pomona, New York 10977, on the North side of Route 202 and approximately 0 feet East of Camp Hill Road which is known and designated on the Ramapo Tax Map as Section, Block, Lot33.05-2-4 in a PO zone. The aforesaid property is also the subject of a condominium declaration filed by American Heritage Commons Condo in the Rockland County Clerk’s Office. The Planning Board classified the proposed action as an Unlisted Action on October 26, 2021, and a coordinated review was initiated on November 1, 2021. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
