Planning Board Meeting December 14, 2022 at 8:00 pm - IN-PERSON ONLY - IN THE COURT ROOM!!!

LEGAL NOTICE


NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, New York on Wednesday, December 14, 2022 at 8:00pm.


Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person. Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing. The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.


1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Amended Site Plan and Special Permit Discussion with respect to an application of Ari Waldman, 4 Jeffrey Place, Monsey, New York 10952, for approval of a Special Permit and Site Development Plan entitled “Talmud Torah on College”, proposing to add a two-story addition to the existing school on 116 College Road, convert the existing single family dwelling at 1 Smolley Drive to a new School and add an addition to that building, on a total of 1.96 acres. The property in question is located at 116 College Road and 1 Smolley Drive, Monsey, New York 10901 on the East side of College Road, approximately 0 feet South of Smolley Drive, and is designated on the Ramapo Tax Map as Section, Block, Lot 49.14-1-51 and 52 in a R-40 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA action on August 23, 2022, and a coordinated review was initiated on August 29, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


2. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan and Special Permit Discussion with respect to an application of Bais Binyomin Academy, Inc., 51 Carlton Road, Monsey, New York 10952 for a project entitled “Yeshiva Bais Binyomin” for approval of a Special Permit and a Site Development Plan entitled “Yeshiva Bais Binyomin”, proposing: a one-story addition to the existing school building to be used as a library and accessory room; improvements to the basement area; construction of a new dormitory; and, construction of a new caretaker’s residence on the 3.50-acre lot. The property in question is located at 51 Carlton Road, Monsey, New York 10952 on the West side of Carlton Road, approximately 313 feet North of West Maple Avenue, and is designated on the Ramapo Tax Map as Section, Block, Lot 49.19-3-72 in a R-35 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA action on September 20, 2022, and a coordinated review was initiated on September 27, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


3. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of Moshe Silberman, 14 Elm Street, Spring Valley, New York, 10977, for approval of a subdivision plan entitled “8 Sherman Drive”, on a 0.49-acre lot, proposing a two-lot subdivision with a single-family dwelling on each lot. The property in question is located at 8 Sherman Drive, Spring Valley, New York, 10977 on the South side of Sherman Drive, approximately 0 feet West of Northbrook Road, and is known on the Ramapo Tax Map as Section, Block, Lot 50.15-4-60 in an R-15 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA action on August 23, 2022, and a coordinated review was initiated on August 29, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
