LEGAL NOTICE


NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, New York, on Tuesday, August 31, 2021 at 8:00pm, and open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued.
Please note that this Planning Board meeting will be held in-person.


At the meeting, the Planning Board will hold Public Hearings on the following application(s). Links to files containing the application and supporting documents are available on the Town website using the posted meeting agenda.


1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Revised Site Plan Discussion of with respect to an application of Brozel Realty Corp., PO Box 200, Monsey, NY 10952 with respect to a drawing entitled 48-64 & 72-74 Route 59, consisting of redevelopment of two adjoining lots including enlarging existing building, demolition of existing auto body repair shop and resulting vacant land used for parking on 3.3066 acres. The property in question is located at 48-62 & 72-74 Route 59, Monsey, New York on the North side of NYS Route 59, approximately 0 feet West of Robert Pitt Drive which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.16-1-2 & 56.16-1-4 and in an MU-1 zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


2. Application of Pincus Braun, 82 North Garfield Road, Spring Valley, NY 10977 for Revised Final Site Plan Approval, with respect to a drawing entitled Revised Site Plan for Hillcrest Shopping Center, consisting of revised final site plan and parking waiver on 5.25 acres. The property in question is located at 291, 269-303 and 301 N. Main Street, Spring Valley, New York on the west side of N. Main Street (Route 45), approximately 114 feet south of Locust Street, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 50.14-1-48, 49 & 50 in an NS Zone.


3. Application of Pincus Braun, 82 North Garfield Road, Spring Valley, NY 10977 for Revised Final Site Plan Approval, with respect to a drawing entitled 309 N. Main Street, Hillcrest consisting of addition of a second floor to be used as office space, on 0.459 acres. The property in question is located at 309 N. Main Street, Spring Valley, on the west side of N. Main Street (Route 45), approximately 0 feet south of Locust Street, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 50.14-1-51 in an NS Zone.


4. Application of Pascack Ridge, c/o Alex Goldberger, 305 Airport Executive Park, Nanuet, NY 10954 for Final Site Plan, and Preliminary and Final Subdivision Approval, with respect to: (1) a drawing entitled Pascack Ridge showing a proposed site development plan to construct in a MR-12 Zoning District 16 multi-family dwelling buildings, consisting of 224 total units and related site improvements, including internal access roads, parking, stormwater management and recreation areas, a community center, a new Town highway on ±23.5 acres and (2) a proposed subdivision plan to consolidate existing tax parcels owned by Union Collins Realty Corp., Union Collins Realty Inc. and Christa Lynn LLC into one subdivision lot and modify the western lot boundary of the 171 North Pascack Corp. property, which is the other subdivision lot, to add a portion of the land west of Pascack Brook to the Pascack Ridge lot. The property in question is located along North Pascack Road and Ewing Avenue, on the south side of Ewing Avenue and west side of Pascack Road, approximately 0 feet South of Ewing Avenue and generally 0 - 200 feet west of Pascack Road. The existing parcels comprising the Property are known and designated on the Ramapo Tax Map as Section, Block, Lot 50.19-1-44 through -72, 57.07-1-2 and 57.07-1-19, as well as the
existing right of way of the private road known as Christa Lynn Drive. The proposed actions were considered by the Town of Ramapo Town Board, as SEQRA Lead Agency, during its environmental review of a rezoning petition and conceptual plan submitted by the Applicant. The overall SEQRA action, known as the Pascack Ridge Comprehensive Plan Amendment and Zoning Change, was the subject of the Pascack Ridge Environmental Impact Statement, and the Town Board has issued its Statement of Findings on that SEQRA action, which is on file in the office of the Town of Ramapo Town Clerk. The Planning Board, as an involved agency for purposes of SEQRA, will consider the proposed actions before it, the need for further environmental review and make the findings required by 6 NYCRR 617.11(c). Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing on the above applications from interested members of the public and involved/interested agencies.

1. Application of Cong Yad Eluzer Inc, 40 Wallenberg Circle, Monsey, NY 10952, to amend its Site Plan for a new school and dormitory on 1.15 acres, as shown on a drawing entitled 6 Cucolo Lane. The Site Plan was granted conditional final approval on April 13, 2021. The Applicant proposes to remove a proposed walkway easement from the Site Plan, and requests that the condition of the Site Plan approval that requires it to obtain a walkway easement over adjoining property also be removed. The property in question is located at 6 Cucolo Lane on the north side of Cucolo Lane, approximately 386 feet East of College Road which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.10-2-3 in an R-25 zone.
