Planning Board Meeting April 9, 2024 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, April 9, 2024 at 8:00pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

 

  1. Review of response by the Rockland County Department of Planning, pursuant to General Municipal Law 239 l and m, dated January 19, 2024. The Board previously adopted a determination of non-significance pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), on March 28, 2023, and granted Final Site Plan and Special Permit approvals, with respect to an application of Yeshiva Shaarei Arazim, 36 Sky Meadow Road, Suffern, NY 10901, which proposed a renovation of two existing buildings for use as a school on the 16.699-acre site. The property in question is located at 34, 36, 36A, 36B & 36C Sky Meadow Road, Suffern, NY 10901 on the West side of Sky Meadow Road approximately 750 feet West of Samego Court, is designated on the Ramapo Tax Map as Section, Block, Lots 40.08-1-1,13, 16,17 &18, and is located in a RR-80 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on February 22, 2022, and a coordinated review was initiated on April 18, 2022 and February 8, 2023. The Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval, with respect to an application of Remsen Shul Inc./Moshe Eichler, 86 East Route 59, Spring Valley, NY 10977, of a subdivision plan entitled “221 Remsen Avenue”, proposing a two-lot subdivision of 0.58-acres with a two family residence on lot one and a two-family plus one accessory apartment on lot 2. The property is located at 221 Remsen Avenue, Monsey, NY on the west side of Remsen Ave, approximately 350 feet south of Dolson Road, is designated on the Ramapo Tax Map as Section, Block, Lot 56.06-3-44, and is located in an R-15A Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on February 27, 2024, and a coordinated review was initiated on March 1, 2024. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of 19 Main Street Holdings LLC, 10 Challenger Court, Monsey, NY 10952, for Final Site Plan approval of a site development plan entitled “KGLL Trust at 19 Main Street”, proposing a new retail and office building on the 0.50-acre lot. The property in question is located at 19 Main Street, Monsey NY on the West side of Main Street, approximately 190 feet North of 2nd Street, is designated on the Ramapo Tax Map as Section, Block, Lot 56.11-2-42 and is located in an NS Zone.  On October 31, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Application of Yeshiva D’Monsey, for Final Site Plan and Special Use Permit approval of a site development plan entitled “Yeshiva of Monsey- 14 & 16 Roman Blvd & 13 Walter Drive”, which proposes a school and dormitory in addition to the existing school and dormitory at 14 & 16 Roman Blvd, with the existing single family residence at 13 Walter Drive to be demolished and a new driveway proposed to connect Roman Blvd through Walter Drive with a gated access onto Walter Drive. The property in question is .9079-acres in size, is located at 14 & 16 Monsey Blvd and 13 Walter Drive, Monsey, NY 10952 on the East side of Roman Blvd, approximately 0 feet East of Maple Leaf Road, is designated on the Ramapo Tax Map as Section, Block, Lots 56.08-5-36 & 48.1, and is located in an R-15C Zone. On April 25, 2024, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Application of Emunas Yisroel of Monsey, 30 Saddle River Road, Monsey, NY 10952 for Final Site Plan approval of a site development plan entitled “Beth Medrash Emunas Yisroel D’Monsey”, which proposes a local house of worship with an accessory Rabbi’s residence on the 0.34-acre site. The property in question is located at 30 N. Saddle River Road, Monsey, NY on the west side of Saddle River Road, approximately 400 feet North of Grove Street, is designated on the Ramapo Tax Map as Section, Block, Lots 56.11-1-29, and is located in an R-15A Zone. On April 25, 2024, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
