Planning Board Meeting November 29, 2022 at 8:00 pm - IN-PERSON ONLY!!!

LEGAL NOTICE


NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, New York on Tuesday, November 29, 2022 at 8:00pm.


Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person. Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing. The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.


1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Sketch Plat Approval and Site Plan Discussion with respect to an application of 39 Route 59 LLC, 95 Chestnut Ride Road, Montvale, NJ 07645, for approval of a Site Development Plan entitled “Town Square Self Storage”, proposing a new 4-story self-storage facility and to subdivide parcel into two lots; one 2.46-acre lot to support the subject self-storage facility and the remaining 12.83 acres for future undefined use, for a total of 15.29-acres. The property in question is located at 39 Route 59, Monsey, New York 10901 on the South side of Secora Road Extension, approximately 0 feet East of Town Square Drive which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.16-1-13.2 in an CS Zone. The Planning Board classified the proposed action as an Unlisted SEQRA action on September 7, 2022, and a coordinated review was initiated on September 19, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


2. Application of Mercaz Hatorah of Belle Harbor, 505 Beach 129th Street, Rockaway Park, New York, 11694, for Final Site Plan and Special Permit Approval of a site plan entitled “Mercaz Hatorah of Belle Harbor”, showing a new school and dormitory with swimming pool. Existing structures on lot 38 and 39 are to be demolished and existing structure on lot 42 is to be used as a Dean’s residence. The property in question is a 3.9-acre lot in a R-35 Zone, located at 33 Gessner Terrace, 24, 28 & 30 Marietta Drive, Pomona New York, 10977 on the West side of Marietta Drive, approximately 575 feet South of Leadore Lane, and is designated on the Ramapo Tax Map as Section, Block, Lot 33.19-3-37, 38, 39 & 42. On February 22, 2022, the Planning Board classified the proposed action as a Type I SEQRA action, determined that preparation of an environmental impact statement was not required, and issued a SEQRA negative declaration.


3. Application of Dov Teller, 90 Forshay Road, Monsey New York, 10952, for Final Site Plan Approval of a site plan entitled “K’hal Tefillah L’Dovid”, showing the addition of a Mikvah to an existing Local House of Worship with Rabbi’s residence on the 0.59-acre site. The property in question is located at 90 Forshay Road, Monsey, New York 10952 on the East side of Forshay Road, approximately 0 feet South of Grandview Avenue, is designated on the Ramapo Tax Map as Section, Block, Lot 41.14-2-1, and is located in a R-35 zone. On March 22, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA action, determined that preparation of an environmental impact statement was not required, and issued a SEQRA negative declaration.


4. Application of Jacob Silberstein, 17 Edwin Lane, Monsey, New York, 10952 for Final Subdivision Approval of a subdivision plan entitled “64 Saddle River Rd” for a project entitle “Saddle River Park”, showing a two-lot subdivision with three-family residence plus three accessory apartments semi-attached on
each lot the 0.48-acre site. The property in question is located at 64 Saddle River Road, Monsey, New York 10952 on the West side of Saddle River Road, approximately 100 feet South of Grove Street, is designated on the Ramapo Tax Map as Section, Block, Lot 56.11-3-12.2 and is located in a R-15C zone. On May 10, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA action, determined that preparation of an environmental impact statement was not required, and issued a SEQRA negative declaration.


5. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of Ateres Hatorah Ohel Yaakov LLC, 3 Dolson Road, Monsey, New York, 10952, for approval of a subdivision plan entitled “4 Dolson Road”, on a 0.99-acre lot, proposing a two-lot subdivision with a single-family dwelling on each lot. The property in question is located at 4 Dolson Road, Monsey, New York, 10952 on the North side of Dolson Road, approximately 0 feet to the corner of Remsen Avenue, and is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.06-3-81 in an R-25 and R-15A Zone. The Planning Board classified the proposed action as an Unlisted SEQRA action on August 30, 2022, and a coordinated review was initiated on September 13, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
