Planning Board Meeting May 30, 2023 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, May 30, 2023 at 8:00pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

 

  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan and Special Use Permit Discussion with respect to an application of Abe Weinstein, 10 Nesher Court, Unite 202, Monsey, NY 10952 for approval of a Site Plan entitled “Talmud Torah Darkei Avos”, which proposes an addition to an existing school on the 2.108-acre site, with existing residences on 239 and 241 Pascack Road to be demolished. The property in question is located at 235, 239 and 241 Pascack Road (aka N Pascack Road), Spring Valley, NY on the West side of Pascack Road approximately 0 feet West of Pauline Court, is designated on the Ramapo Tax Map as Section, Block, Lots 50.19-1-2, 19 and 20 and is located in an R-15 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on March 14, 2023, and a coordinated review was initiated on April 5, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

 

  1. Application of Wayne and Theresa Davis, 120 Route 17 N, Sloatsburg, New York 10974 for Final Site Plan Approval of a site development plan entitled “120 Route 17 N. Building Addition”, project entitled Davis Sport Shop, proposing an addition to an existing commercial building. The property in question is a 1.23-acre lot at 120 Route 17 North, Sloatsburg, New York, 10974 on the North side of Route 17, approximately 3,000 feet East of Sterling Mine Road, designated on the Ramapo Tax Map as Section, Block, Lot 39.17-1-2 and is located in a CS Zoning District.On August 30, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.

 

  1. Application of Ateres Hatorah Ohel Yaakov LLC, 3 Dolson Road, Monsey, New York, 10952, for Final Subdivision Approval for a subdivision plan entitled “4 Dolson Road”, on a 0.99-acre lot, proposing a two-lot subdivision with a single-family dwelling on each lot. The property in question is located at 4 Dolson Road, Monsey, New York, 10952 on the North side of Dolson Road, approximately 0 feet to the corner of Remsen Avenue, and is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.06-3-81, and in an R-25 and R-15A Zone.On November 29, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.

 

  1. Application of BF Orchard LLC, 191 Route 59 Monsey, New York 10952, for Final Subdivision approval of a subdivision plan entitled “21 Orchard St”, proposing a two-lot subdivision of a 0.46-acre lot, with single-family residence on each lot. The existing residence will remain, and the existing garage will be removed. The property in question is located at 21 Orchard Street, Spring Valley, New York, 10977 on the North side of Orchard Street, approximately 660 feet West of N Main Street, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 50.14-4-45 and is in an R-15 Zone. On October 25, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.

 

  1. Application of Albert Holdings 2016 LLC, 134 South 9th Street, Apt 4A, Brooklyn, NY 11211, for Final Site Plan Approval of a site plan entitled “Yemen Refugee Shul-16 Albert Drive”, for a project known as Yemen Refugee Shul, on a 0.29-acre lot, consisting of a local house of worship attached to a single-family residence with one accessory apartment. The existing single family residence to be removed. The property in question is located at 16 Albert Drive, Monsey, New York, 10952 on the North side of Albert Drive, approximately 0 feet from the corner of Sylvan Road, is designated on the Ramapo Tax Map as Section, Block, Lot 56.11-1-62, and is in a R-15A Zone. Following classification of the proposed action as an Unlisted SEQRA Action and a coordinated SEQRA review, on January 25, 2022 the Planning Board determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
