Planning Board Meeting March 28, 2023 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, March 28, 2023 at 8:00pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Application of Congregation Yeshuos Moshe Viznitz, 177-181 Viola Road, Monsey, NY 10952 for Final Site Plan and Special Permit Approval of a Site Development plan entitled “Cong Yeshuos Moshe Viznitz”, which proposes a new school on a 3.247-acre property, with two existing single-family dwellings on that property to be demolished. The property in question is located at 177 and 181 Viola Road, Monsey, NY, on the South side of Viola Road, approximately 150 feet West of County Highway 74 (College Road), is designated on the Ramapo Tax Map as Section, Block, Lots 49.10-1-10.1, -10.2 and 49.10-1-11, and is located in an R-40 Zone.  On August 23, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
  1. Application of Monsey Center, LLC, 1172 59th Street, Brooklyn, NY 11219 for Final Site Plan Approval of a Site Development plan entitled “Monsey Center LLC”, which proposes a new three-story retail building on a 1.04-acre lot, existing structure to be demolished. The property in question is located at 109 Route 59, Monsey, NY, on the South side of Route 59, approximately 0 feet East of Saddle River Road, is designated on the Ramapo Tax Map as Section, Block, Lots 56.15-2-13, 13.1, 13.2 and 14, and is located in an MU-1 Zone.  On July 26, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
  1. Application of Congregation Chaskel Landau, 11 Blueberry Hill Road, Spring Valley, NY 10977 for Preliminary and Final Subdivision Approval of a Subdivision plan entitled “158 & 160 Eckerson Road”, which proposes a four-lot subdivision of a 0.94-acre property, with two-family residence on lots 1, 2 and 3 and a single-family residence on lot 4. The property in question is located at 158 & 160 W. Eckerson Road, Spring Valley, NY, on the South side of West Eckerson, approximately 160 feet East of Union Road, is designated on the Ramapo Tax Map as Section, Block, Lots 50.13-3-35 & 36, and is located in an R-15 Zone.  On March 22, 2022, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of Moshe Klein, 3 Dolson Road, Monsey, NY 10952 for approval of a subdivision plan entitled “231 Remsen Avenue”, proposing a two-lot subdivision of a 0.57-acre property, with a single family residence plus one accessory apartment on lot 1 and a two family residence plus one accessory apartment on lot 2, The existing dwelling is to be removed. The property in question is located at 231 Remsen Avenue, Monsey, NY 10952 on the West side of Remsen Avenue, approximately 250 feet South of Dolson Road, is designated on the Ramapo Tax Map as Section, Block, Lot 56.06-3-45, and is located in a R-15A Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on February 14, 2023, and a coordinated review was initiated on February 23, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of Israel Taubenfeld, 15 Allan Drive, Monsey, NY 10952 for approval of a subdivision development plan entitled “14 Singer Avenue”, proposing the subdivision of a 0.39 acre lot, with a new two-family dwelling on the new lot. The existing semi-attached dwelling to remain, with one dwelling unit, on proposed lot 2. The second dwelling unit will remain on an adjacent existing lot, and is not part of this application. The property in question is located at 14 Singer Avenue, Spring Valley, New York on the West side of Singer Avenue, approximately 407 feet West Sherwood Avenue, is designated on the Ramapo Tax Map as Section, Block, Lot 57.13-1-35, and is located in a R-15 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on February 14, 2023, and a coordinated review was initiated on February 23, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
