Planning Board Meeting June 13, 2023 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, June 13, 2023 at 8:00pm.


Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person. Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing. The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.


1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan Discussion with respect to an application of Beth Medrash Ohr Chaim Inc, 11 Forshay Road, Monsey, NY 10952 for approval of a Site Plan entitled “Beth Medrash Ohr Chaim”, which proposes a conversion of existing building at 11 Forshay to a House of Worship and conversion of existing house at 7 Antionette Court to a Rabbi’s Residence. New parking lot is also proposed on the 1.45-acre site. The property in question is located at 11, 19 & 23 Forshay Road and 7 Antoinette Court, Monsey, NY on the South side of Forshay Road approximately 460 feet West of Viola Road, is designated on the Ramapo Tax Map as Section, Block, Lots 49.06-1-5,12,13 & 14 and is located in an R-50 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on April 19, 2023, and a coordinated review was initiated on May 4, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR
Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

2. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Sketch Plat and Site Plan Discussion with respect to an application of Pascack Estates LLC, 2 Chip Circle, Montebello, NY 10901 for approval of a Subdivision Plan entitled “171 N Pascack Road”, which proposes a seven-lot subdivision of the 3.47-acre site, with a two-family dwelling on each of six lots, and one lot to be offered for dedication to the Town for use as a public road. The property in question is located at 171 N Pascack Road, Spring Valley, NY 10977 on the West side of Pascack Road approximately 0 feet South of Ewing Avenue, is designated on the Ramapo Tax Map as Section, Block, Lots 50.19-1-72 and is located in an R-15 Zone. The Planning Board classified the proposed action as a Type 1 SEQRA Action on April 19, 2023, and a coordinated review was initiated on May 4, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

3. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan Discussion with respect to an application of Avrohom Rottenberg, 3 Elliot Ct, Unit 102, Monsey, NY 10952 for approval of a Site Plan entitled “49 Forshay Road”, for a project entitled “Bais Hamedrish Netzach Yisroel”, which proposes an addition to existing House of Worship to include a Mikvah on the 1.01-acre site. The property in question is located at 49 Forshay Road Monsey, NY on the West side of Forshay Road approximately 0 feet South of Orchard Hill Road, is designated on the Ramapo Tax Map as Section, Block, Lot 41.18-2-11 and is located in an R-35 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on April 19, 2023, and a coordinated review was initiated on May 4, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

4. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Sketch Plat Approval, Site Plan Discussion and Special Permit Discussion with respect to an application of Ari Waldman, 4 Jeffrey Place, Monsey, NY 10952 for approval of a Site Plan entitled “306 Campus”, which proposes a four lot School Campus, including a swimming pool, with a caretaker’s residence at 1 Gigi Court. A lot line change between 1 Gigi Court lot and the 269 and 271 Route 306 lots is also proposed. New parking and traffic configurations are proposed on the 5.0-acre site. While the lots will be occupied by unrelated schools, and will remain in separate ownership, they will have cross-easements granting access, parking and drainage rights. The property in question is located at 261, 263-265, 267, 269 & 271 Route 306 and 1 Gigi Court on the West side of Route 306 approximately 0 feet South of Fessler Drive, is designated on the Ramapo Tax Map as Section, Block, Lots 49.7-1-33,34,35,37 & 38 and is located in an R-40 Zone. The Planning Board classified the proposed action as Type 1 SEQRA Action on April 25, 2023, and a coordinated review was initiated on May 4, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

5. Application of Moshe Silberman, 14 Elm Street, Spring Valley, New York, 10977, for Final Subdivision approval of a subdivision plan entitled “8 Sherman Drive”, on a 0.49-acre lot, proposing a two-lot subdivision with a single-family dwelling on each lot. The property in question is located at 8 Sherman Drive, Spring Valley, New York, 10977 on the South side of Sherman Drive, approximately 0 feet West of Northbrook Road, and is known on the Ramapo Tax Map as Section, Block, Lot 50.15-4-60 in an R-15 Zone. On December 14, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
