Planning Board Meeting July 13, 2021 at 7:30 pm IN PERSON IN COUNCIL ROOM

LEGAL NOTICE


NOTICE IS HEREBY GIVEN THAT a remote Meeting will be held by the Planning Board of the Town of Ramapo on Tuesday, July 13, 2021 at 7:30pm, or as soon thereafter as all matters can be heard. In lieu of a physical meeting at Ramapo Town Hall, 237 Route 59, Suffern, New York, the remote Meeting will be held via the ZOOM platform as Governor Cuomo's Executive Orders allow. The public will be able to watch or listen to or otherwise lawfully participate in the Meeting, which will be recorded, and a transcript will be available later. Minutes of actions taken at the meeting will be filed in the Town Clerk's office as soon as possible. Due to the ongoing Declaration of Emergency and public health recommendations, in-person attendance by board members, applicants and interested members of the public will not be permitted, as allowed by the COVID-19 Executive Orders issued by the Governor. The procedure for those wishing to watch or listen to the meeting, or to participate via ZOOM in the scheduled Public Hearings below, will be timely posted on the Town website at WWW.RAMAPO.ORG. In the event remote meetings are no longer allowed, the meeting will be held at Town Hall and notice of the procedures for in-person meetings will be posted on the Town website.


At the meeting, the Planning Board will hold Public Hearings on the following application(s). Links to files containing the application and supporting documents are available on the Town website using the posted meeting agenda.
Details on the following Agenda items:


1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Revised Site Plan Approval with respect to an application of Bais Yaakov of Spring Valley, 11 Smolley Drive, of a drawing entitled 11 Smolley Drive, consisting of an addition to second story of existing two story dwelling operating as caretaker’s residence on 7.84 acres. The property in question is located at 11 Smolley Drive on the South side of Smolley Drive and approximately 60 feet East of College Road which is known on the Ramapo Tax Map as Section, Block, Lot 49.14-1-47 in an R-40 zone.

2. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), and Sketch Plat Approval of a Minor Subdivision with respect to an application of Samuel and Dinie Klein, 8-10 Francis Place, Monsey, New York 10952 for Sketch Plat Approval, with respect to a drawing entitled Klein, consisting of a lot line change, on 0.74 acres. The property in question is located at 8 & 10 Francis Place on the East side of Francis Place, approximately 195 feet North of Nancy Lane which is known and designated on the Ramapo Tax Map as Section, Block, Lot 49.20-3-55 and 56 in an R-15C zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


3. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Sketch Plat Approval with respect to an application of Yakov Grunwald, 7 Ayr Court, Airmont, New York, 10901, of a drawing entitled “Subdivision Plan for Bluefield Extension”, consisting of a four-lot subdivision of a 1.05 acre parcel, a two-family dwelling with two accessory apartments, semi-attached, on Lot #1; three-family dwelling with one accessory apartment, semi-attached, on Lot #2; a three-family dwelling, semi-attached, on Lot #3; and a two-family dwelling with two accessory apartments, semi-attached on Lot #4. The property in question is located at 122-126 and 128-130 Union Avenue, Spring Valley, New York, 10977, on the East side of Union Road, approximately 300 feet South of Eckerson Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 50.13-3-26, 50.13-3-27 and 50.13-3-30, in an R-15 Zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

4. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Sketch Plat Approval with respect to an application of Mosdos Meharam Brisk, PO Box 236, Monsey, New York, 10952, of a drawing entitled 34 Ellish Parkway consisting of a two-lot subdivision with three-family dwelling plus three accessory apartments on each resulting lot of 0.51 acres. The property in question is located at 34 Ellish Parkway, Monsey, New York, 10977, on the North side of Ellish Parkway, approximately 135 feet West of Vincent Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 50.17-1-50, in an R-15C Zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

5. Application of 489 W Central LLC, 35 West Street, Suite 202, Spring Valley, New York 10977, for Subdivision Approval of a Minor Subdivision, with respect to a drawing entitled 489 W Central Ave, showing a two-lot subdivision of a 0.50 acre parcel, including removal of an existing single-family dwelling with each resulting lot proposed to have a three-family dwelling with two accessory apartments, semi-attached on each lot. The property in question is located at 489 West Central Avenue, Spring Valley, New York, 10977 on the West side of W Central Avenue, approximately 0 feet South of Herrick Avenue which is known and designated on the Ramapo Tax Map as Section, Block, Lot 57.09-2-4 in an R-15C zone. The Planning Board classified the proposed action as an Unlisted SEQRA action, determined on November 24, 2020 that preparation of an environmental impact statement was not required, and issued a SEQRA negative declaration.
Subject to the posted procedure, all present at the time the public hearing is called on an application and wishing to address the Planning Board will be heard. Written comments on an application submitted in accordance with the posted procedures will be accepted and considered by the Planning Board as part of the record on that application.

NOTICE

The Planning Board of the Town of Ramapo will convene at the Town Hall, Suffern New York on July 13, 2021 at 7:30 PM to conduct its Monthly Meeting.

The Meeting will NOT be held via Zoom. 

The Meeting will be held in accordance with the New York State Public Officers Law, with Board Members present in-person, as Executive Order 210, issued by Governor Cuomo on June 24, 2021, rescinded the authority of all public bodies to meet remotely by telephone conference call or similar service and to conduct public business without allowing the public to attend such meeting in person.

To the extent possible, the Board will conduct the meeting in accordance with its usual practices.  However, the Board must comply with applicable guidance from the New York State Department of Health and the Centers for Disease Control. 

The Town requires that all members of the public wishing to attend the meeting provide contact information in the event that contact tracing is required, that those members of the public who cannot provide proof of full vaccination remain masked while in the building, that persons who are experiencing Covid-19 symptoms not attend the meeting, and all unrelated members of the public observe social distancing protocols while attending the meeting.

These procedures must be followed when attending the meeting.  Please do not enter unless you are able to comply with those procedures.

The Town regrets any inconvenience those measures may cause, and appreciates the cooperation of the public in helping to protect the health and safety of those attending the meeting, as well as our staff.
