Planning Board Meeting July 11, 2023 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, July 11, 2023 at 8:00pm.


Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person. Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing. The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

1. Application of Congregation Anshei Forshay, 20 South Parker Drive, Monsey, NY 10952, for Final Site Plan approval of a site development plan entitled “20 South Parker Drive”, showing three additions to an existing House of Worship and a temporary trailer on 0.622-acres. The trailer is to be removed within 15 days of receiving certificate of occupancy. The property in question is located at 20 S. Parker Drive, Monsey, NY on the North side of South Parker Drive, approximately 500 feet East of Rosmel Drive, and is known on the Ramapo Tax Map as Section, Block, Lot 41-19.2.64 in an R-35 Zone. On September 20, 2022, the Planning Board classified the proposed action as a Type II SEQRA Action, determined that no further environmental review was required.

2. Application of Congregation Bais Binyomin Academy, Inc., for Final Site Plan and Special Use Permit approval of a site development plan entitled “Yeshiva Bais Binyomin”, proposing a one-story addition to the existing school building to be used as a library and accessory room; improvements to the basement area;
construction of a new dormitory; and construction of a new caretaker’s residence on the 3.50-acre lot. The property in question is located at 51 Carlton Road, Monsey, New York 10952 on the West side of Carlton Road, approximately 313 feet North of West Maple Avenue, and is designated on the Ramapo Tax Map as Section, Block, Lot 49.19-3-72 in a R-35 Zone. On December 14, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.

3. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Amended Final Site Plan Approval with respect to an application of Congregation Emek Tefillah, 11 Calvert Drive, Monsey, New York 10952, for approval of a site development plan entitled “Cong. Emek Tefilah”, proposing an addition of a mikvah on the 0.36-acre site. The property in question is located at 11 Calvert Drive, Monsey, New York, 10952 on the South side of Calvert Drive, approximately 294 feet East of Sands Point, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 49.15-3-37 and is located in a R-15C Zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

4. Application of Pri Letoiva Institute, PO Box 1092, Monsey, NY 10952, for Amended Final Site Plan approval of a site development plan entitled “609 Route 306”, for a project entitled “Pri Letoiva Institute – Munkatch”, on a 2.01 -acre lot, proposing an entry vestibule, window wells and rear stairway on the 2.01-acre site. The property in question is located at 609 Route 306, on the West side of Route 306 approximately 60 feet North of Boar Court. The property is designated on the Ramapo Tax Map as Section, Block, Lot 32.15-2-16, and is located in an R-40 zone. On February 14, 2023, the Planning Board re-affirmed their prior SEQRA Determination.

5. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) with respect to an application of Shea and Chana M Goldenberg, 1 Hopal Lane, Monsey, New York 10952, for approval of a site development plan entitled “1 Hopal Ln”, proposing two curb cuts on the 0.29-acre site. The property in question is located at 1 Hopal Lane, Monsey, New York, 10952 on the South side of Hopal Lane, approximately 0 feet West of Blauvelt Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.07-4-33 and is located in a R-15C Zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
