Planning Board Meeting January 10, 2023 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, January 10, 2023 at 8:00pm.


Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person. Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing. The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.


1. Application of Jacob Steiner, 3 Butterman Place, Monsey, NY, 10952, for Final Site Plan Approval of a site plan entitled “4 Caville Drive”, showing an addition and conversion of existing attached single-family dwelling to a Shul on the 0.23-acre site. The property in question is located at 4 Caville Drive, Monsey, NY, 10952 on the East side of Caville Drive, approximately 80 feet North of Old Nyack Tpke, and is designated on the Ramapo Tax Map as Section, Block, Lot 56.20-3-7 and in an R-15A zone. On February 2, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA action, determined that preparation of an environmental impact statement was not required, and issued a SEQRA negative declaration.


2. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Sketch Plat Approval, and Site Plan Discussion with respect to an application of TR-HC, LLC, 12220 Cotharin Road, Malibu, CA, 90265, for approval of an Amended Site Development Plan entitled “The Ranch Hudson Valley”, and a Subdivision Plan entitled “St. Mary’s Villa”, which proposes a two-lot subdivision , with Lot 1 being 146 acres is size, and including an existing home; Lot 2 will be 45 acres in size, and include existing structures that will continue to be used by the Sisters Servants/St. Josephs Adult Care Home. The Applicant’s Amended Site Development Plan for Lot 1 proposes to continue an existing retreat use with the addition of a detached solarium as an accessory use and conversion of existing garage to laundry facilities. property in question is located at 150 Sister Servants Lane, a/k/a 9 Emmanuel Drive, Sloatsburg, NY 10794, on the Northeast side of Sister Servants Lane, approximately 2,200 feet south of of the intersection of Sterlington Road and Sterling Mine Road, and designated on the Ramapo Tax Map as Section, Block, Lot 38.17-1-2 and is located in a RR-80 Zone. The Planning Board classified the proposed action as a Type 1 action on November 22, 2022, and a coordinated review was initiated on December 5, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


3. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and, Site Plan and Special Permit Discussion with respect to an application of Merkaz Hatalmud, 16 E Stemmer Lane, Suffern, NY 10901 for approval of a Special Permit and a Site Development Plan entitled “294-296 Spook Rock Road Merkaz Hatalmud”, proposing to construct an addition to an existing residence located at 294 Spook Rock Road and converting it for use as a school, with the existing residence on 296 Spook Rock Road to remain as caretaker’s residence on the 2.14-acre lot. The property in question is located at 294 & 296 Spook Rock Road, Suffern, NY 10901 on the East side of Spook Rock Road, approximately 175 feet North of East Stemmer Lane, and is designated on the Ramapo Tax Map as Section, Block, Lot 56.05-1-14 and 15, and is located in a R-25 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA action on November 14, 2022, and a coordinated review was initiated on November 21, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


4. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion with respect to an application of Congregation Ohel Torah of Williamsburg, 8 Joshua Court, Monsey, NY, 10952, for approval of a site development plan entitled “Cong Ohel Torah of Williamsburg-8 Joshua Ct”, addition to single family dwelling and conversion to local house of worship and rabbi’s residence on a 0.47-acre lot. The property in question is located at 8 Joshua Court, Monsey, NY, 10952 on the South side of Johanna Lane, approximately 580 feet South of Route 59, and is known on the Ramapo Tax Map as Section, Block, Lot 50.15-1-30, and is located in an R-15 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA action on November 14, 2022, and a coordinated review was initiated on November 21, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
