Planning Board Meeting December 10, 2024 at 7:30 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, December 10, 2024 at 7:30pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 7:30 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Application of Hanoch Feldman, 17 Bluefield Drive, #101, Spring Valley, NY 10977, for Final Site Plan and Special Use Permit approval of a site Development plan entitled “Yeshivah Yeshuois Moishe Viznitz”, proposing to convert the existing single-family dwelling to a school and dormitory on the 1.3-acre site. The property is located at 5 Whisper Lane, Suffern, New York on the east side of Whisper Lane approximately 270 feet south of Carlton Road, is designated on the Ramapo Tax Map as Section, Block, Lots 49.17-2-29, and is located in a R-25 Zone. On January 23, 2024, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Application of Yekusial Flohr, PO Box 552, Monsey, NY 10952, for Final Subdivision approval of a subdivision plan entitled “Dykstra’s Estates”, proposing an to subdivide the 2.46-acre side into 7-lots, with a two-family residence plus one accessory apartment on 6 lots and a single-family residence on 1 lot. The property in question is located at 41, 43 & 45 Old Nyack Turnpike, Monsey, New York on the south side of Old Nyack Turnpike, approximately 850 feet east of Saddle River Road, is designated on the Ramapo Tax Map as Section, Block, Lots 56.20-3-56, 57 & 58 and is located in an R-15A Zone.  On December 19, 2023, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion, with respect to an application of W Maple Cottages, LLC, 1 Executive Blvd, Ste. 101, Suffern, NY 10901, of a site development plan entitled “Maplewood Meadows”, proposing a 28-unit, multi-family building on 1.06-acres. Existing residences to be demolished. The property is located at 16 W Maple Avenue and 1 Maplewood Avenue, Monsey, NY on the north side of W Maple Ave, approximately 100 feet east of Elyon Road, is designated on the Ramapo Tax Map as Section, Block, Lots 56.07-4-22 & 29, and is located in an R-15C Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on March 26, 2024, and a coordinated review was initiated on April 1, 2024. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat, with respect to an application of Sara Israel, 5 Edwin Lane, Monsey, New York 10952, for approval of a subdivision plan entitled “3-5 Heights Road” for a project entitled “Heights Division”, proposing to subdivide two existing lots totaling 2.12-acres into four lots with easement access between. The existing single families on each lot will be removed and replaced by four single-family dwellings. The property is located at 3 and 5 Heights Road, Suffern, NY on the east side of Heights Road approximately 140 feet North of Stemmer Lane, is designated on the Ramapo Tax Map as Section, Block, Lot 56.05-1-52 & 55, and is located in a R-25 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on September 10, 2024, and a coordinated review was initiated on September 16, 2024.  Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies. 
  1. Application of Pascack Estates, LLC c/o Herman Schwartz, 2 Chip Circle, Montebello, NY 10901, for re-approval of Final Subdivision of a subdivision plan entitled “171 N Pascack Road”, proposing a 7-lot subdivision, with one of the rear lots being dedicated to the Town for use as a public road as part of an adjacent subdivision, and the additional 6 lots proposed to have two-family residences on the 3.47-acre site. The three existing structures will be demolished. The property in question is located at 171 N Pascack Road, Spring Valley, NY on the West side of Pascack Road, approximately 0 feet South of a private road known as Ewing Avenue Extension, is designated on the Ramapo Tax Map as Section, Block, Lot 50.19-1-72 and is located in an R-15 Zone.  On June 13, 2023, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued. This application received final Site Plan and Final Subdivision by the Planning Board on March 12, 2024.
