LEGAL NOTICE


NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will meet in-person on Thursday, August 18, 2022 at 8:00pm at Ramapo Town Hall, 237 Route 59, Suffern, New York, 10901, and will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those applications.


After providing opportunity for those present and wishing to be heard to address the Planning Board, the Board will determine whether a Public Hearing should be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the posted meeting agenda. Application files may be updated before the public hearing is opened to include applicant submissions and agency reviews received on or before the date of the hearing.


1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) with respect to an application of 17 Valley View LLC, PO Box 597, Monsey, New York 10952 for approval of a site development plan entitled “7 Miele Rd”, proposing two curb cuts. The property in question is a 0.26-acre lot at 7 Miele Road, Monsey, New York, 10952 on the South side of Miele Drive, approximately 250 feet East of Summit Avenue. It is identified on the Ramapo Tax Map as Section, Block, Lot 56.15-3-33 and is located in a R-15A Zoning District. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


2. Re-Affirm Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA),
Consider Amended Final Site Plan and Amended Special Permit with respect to an application of Binyan Torah Inc, 65 Dykstra’s Way East, Monsey, New York, 10952, for approval of an amended site development plan for an existing school and dormitory, entitled “Binyan Torah School and Dormitory”. The property in question is a 2-acre lot at 61-75 Dykstra’s Way East, Monsey, New York 10952 on the East side of Dykstra’s Way, approximately 300 feet South of Old Nyack Turnpike. It is identified on the Ramapo Tax Map as Section, Block, Lot 56.20-3-50 and is located in a R-15A Zoning District. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


3. Application of Community Outreach Center, 21 Remsen Avenue, Monsey, New York 10952 for Amended Final Site Plan Approval of a site plan entitled “Community Outreach Center Amended Site Plan”, consisting of an addition on 31 Remsen Avenue to the existing Center on 21 Remsen Avenue on a 1.43-acre site. The property in question is located at 21-31 Remsen Avenue, Monsey, New York, 10952 on the West side of Remsen Avenue, approximately 50 feet North of Grove Street, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 56.10-2-22 and .21in a CS Zone. Following classification of the proposed action as an Unlisted SEQRA Action and a coordinated SEQRA review, on January 26, 2022 the Town Board determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.


4. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Amended Site Plan and Amended Special Permit Discussion with respect to an application of Talmud Torah Bnei Zion, Monsey, New York 10952 for approval of a site development plan entitled “Talmud Torah Bnei Zion”, proposing an addition to existing school and amendment of the existing special permit. The property in question is a 2.40-acre lot at 230-232 Viola Road, Monsey, New York, 10952 on the North side of Viola Road, approximately 250 feet East of West Maple Avenue. It is identified on the Ramapo Tax Map as Section, Block, Lot 49.07-1-46 & 47 and is located in a R-40 Zoning District. The Planning Board classified the proposed action as an Unlisted SEQRA action on February 22, 2022, and a coordinated review was initiated on March 7, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


5. Application of Cong Tfilah L’Dovid, 25 Smolley Drive, Monsey, New York, 10952, for Final Amended Site Plan Approval of a site plan entitled “68 Carlton Road-Cong Tfilah L’Dovid”, consisting of an addition to an existing House of Worship on a 1.22-acre site. The property in question is located at 68 Carlton Road, Monsey, New York 10952 on the North side of Carlton Road, approximately 70 feet East of Kuperman Lane, and is known and designated on the Ramapo Tax Map as Section, Block, Lot 49.18-2-2 in an R-35 Zone. On February 22, 2022, the Planning Board Re-Affirmed the Negative Declaration of June 7, 2016.


6. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan and Special Permit Discussion with respect to an application of Cong. Yeshuos Moshe Viznitz, 27 N. Rigaud Road, Spring Valley, New York for approval of a special permit and site development plan entitled “Cong. Yeshuos Moshe Viznitz”, showing a new school. Existing dwellings to be removed. The property in question is a 3.247-acre lot at 177-181 Viola Road, Monsey, New York, 10952 on the South side of Viola Road, approximately 150 feet West of County Route 74. It is identified on the Ramapo Tax Map as Section, Block, Lot 49.10-1-10.1, 10.2 &11 and is located in a R-40 Zoning District. The Planning Board classified the proposed action as an Unlisted SEQRA Action on January 25, 2022, and a coordinated review was initiated on June 15, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
