Planning Board Meeting April 25, 2023 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, April 25, 2023 at 8:00pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Amended Site Plan Discussion with respect to an application of Congregation Torah Tmimah c/o Silbiger, 70 Main Street, Monsey, NY 10952 for approval of a Site Plan entitled “Torah Timmah Cong c/o Silberger”, which proposes a first and second floor overhang over the rear parking lot with a footprint of 886 sf to increase the larger previously approved shul area on .26-acres. The property in question is located at 70 Main Street, Monsey, NY 10952 on the East side of Main Street approximately 250 feet South of Maple Leaf Road, designated on the Ramapo Tax Map as Section, Block, Lot 56.11-2-15 and is located in a R-15C Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on February 14, 2023, and a coordinated review was initiated on February 23, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Amended Final Site Plan and Amended Special Use Permit Approval with respect to an application of Cong Beth Mikroh, Inc., 221 Viola Road, Monsey, NY 10952 for approval of a site development plan entitled “221 Viola Road”, which proposes an addition to the existing school on a 3.36-acre site, remove the existing modular units when the addition is opened, and remove the northerly parking lot entrance on West Maple Avenue and make the existing southerly entrance two-way. The property in question is located at 221 Viola Road, Monsey, NY 10952 on the South side of Viola Road, approximately 0 feet East of W Maple Avenue, is designated on the Ramapo Tax Map as Section, Block, Lot 49.11-1-3, and is located in a R-40 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on February 28, 2023, and a coordinated review was initiated on March 3, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Amended Site Plan and Special Permit Discussion with respect to an application of Yeshiva D’Monsey for approval of a site development plan entitled “Yeshiva of Monsey-14 & 16 Roman Blvd & 13 Walter Drive”, which proposes to add a school building to the existing school and dorm at 14 & 16 Roman Boulevard, with the existing single family residence at 13 Walter Drive to be demolished and a new driveway proposed to connect Roman Blvd through Walter Drive with a gated access onto Walter Drive. The property in question is .9079-acres in size, is located at 14 & 16 Monsey Blvd and 13 Walter Drive, Monsey, NY 10952 on the East side of Roman Blvd, approximately 0 feet East of Maple Leaf Road, is designated on the Ramapo Tax Map as Section, Block, Lots 56.08-5-36 & 48.1, and is located in a R-15C Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on February 14, 2023, and a coordinated review was initiated on February 23, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion with respect to an application of Emunas Yisroel D’Monsey, 30 Saddle River Road, Monsey, NY 10952 for approval of a site development plan entitled “Beth Medrosh Emunas Yisroel D’Monsey-30 Saddle River Rd”, proposing a local house of worship with Rabbi’s residence on the 0.344--acre parcel. The existing single-family dwelling to be demolished. The property in question is located at 30 Saddle River Road, Monsey, NY (a/k/a 30 N. Saddle River Road) on the West side of Saddle River Road, approximately 400 feet North of Grove Street, is designated on the Ramapo Tax Map as Section, Block, Lots 56.11-1-29, and is located in a R-15A Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on February 28, 2023, and a coordinated review was initiated on March 3, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of Ari Waldman, 4 Jeffrey Place, Monsey, NY 10952, for Final Site Plan and Special Permit Approval of a Site Development plan entitled “Talmud Torah on College”, proposing a two-story addition to a previously approved school at 116 College Road, and conversion of the existing residence to new school at 1 Smolley Drive, on the 1.96-acre site. The property in question is located at 116 College Road and 1 Smolley Drive, Monsey NY on the East side of College Road, approximately 0 feet South of Smolley Drive, is designated on the Ramapo Tax Map as Section, Block, Lots 49.14-1-51 & 52, and is located in a R-40 Zone.  On December 14, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
  1. Application of Good Step 6 LLC, 8 Francis Place, Monsey, NY 10952, for Final Subdivision Approval of a subdivision plan entitled “50 Park Lane”, proposing a two-lot subdivision of the 0.54-acre site, with a three-family dwelling plus three accessory apartments on each lot.. The property in question is located at 50 Park Lane, Monsey NY on the West side of Park Lane, approximately 84 feet South of Sunrise Drive, is designated on the Ramapo Tax Map as Section, Block, Lots 56.08-4-31, and is located in a R-15C Zone.  On September 7, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
