Planning Board Meeting April 19, 2023 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Wednesday, April 19, 2023 at 8:00pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan and Special Use Permit Discussion with respect to an application of Eaton Springs, LLC, 777 Chestnut Ridge Road, Suite 301, Chestnut Ridge, NY 10977 for approval of a Site Plan entitled “Yeshiva Birchas Hatorah”, which proposes conversion of an existing building to a new school and addition at 42 Sky Meadow, with well located on 40 Sky Meadow Road on a total of 2.80-acres. The property in question is located at 40 & 42 Sky Meadow Road, Suffern, New York, 10901 on the North side of Sky Meadow Road approximately 1,600 feet South of Haverstraw Road, designated on the Ramapo Tax Map as Section, Block, Lots 40.08-1-3 & 4 and is located in a RR-80 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on December 14, 2022, and a coordinated review was initiated on December 22, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of Trodale Developers, 1 Executive Blvd, Suite 101, Suffern, NY 10901, for Final Site Plan and Special Permit Approval of a Site Development plan entitled “211-217 N Pascack Road”, which proposes a new school for religious instruction on a 1.887-acre lot, with the existing residences and driveway to be removed. The property in question is located at 211 and 217 N Pascack Road, Spring Valley, NY 10977 on the West side of Pascack Road, approximately 0 feet North of Sinclair Court, is designated on the Ramapo Tax Map as Section, Block, Lots 50.19-1-22 & 23, and is located in a R-15 Zone.  On August 30, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion with respect to an application of Horton Gateway, LLC and Horton Gateway 2, LLC, 1 Executive Blvd, Ste 101, Suffern, NY 10901 for approval of a site development plan entitled “18 College Road”, proposing a 11,940 SF portion of the existing building space on the 10.96 acre parcel change in use from commercial recreation to local convenience commercial. The property in question is located at 18 College Road, Monsey, NY 10952 on the East side of College Road, approximately 0 feet South of Horton Drive, is designated on the Ramapo Tax Map as Section, Block, Lot 56.10-2-29, and is located in a LO Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on February 14, 2023, and a coordinated review was initiated on February 23, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of Yeshiva Chug Chasam Sofer Machne Avrohom for approval of a subdivision plan entitled “25 Monsey Boulevard”, proposing a two-lot subdivision of a 0.383 acre lot, with a new two-family dwelling plus two accessory apartments on each lot. The building will be semi-attached. The existing residence and driveway to be removed. The property in question is located at 25 Monsey Boulevard, Monsey NY 10952 on the East side of Monsey Blvd, approximately 0 feet north of Central Avenue, is designated on the Ramapo Tax Map as Section, Block, Lot 56.12-2-7, and is located in a R-15C Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on February 28, 2023, and a coordinated review was initiated on March 3, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
