Notice of Meeting and Public Hearing of the Town Of Ramapo Zoning Board of Appeals - August 6 @ 6:45 PM via Zoom - RESCHEDULED FOR AUGUST 13

Due to the power outage througout the Town of Ramapo:

THE ZONING BOARD OF APPEALS MEETING WILL BE CANCELED ON AUGUST 6TH

The meeting is rescheduled for next Thursday, August 13 @ 6:45 PM via Zoom

 

LEGAL NOTICE

NOTICE IS HEREBY GIVEN THAT a remote Meeting will be held by the Zoning Board      of Appeals of the Town of Ramapo on Thursday, August 6, 2020 at 6:45 p.m., or as soon thereafter as all matters can be heard at Ramapo Town Hall, 237 Route 59, Suffern, New York. The remote Meeting will be held via the ZOOM platform as Governor Cuomo's Executive Orders allows.  The public will be able to watch or listen to the Meeting, which will be recorded, and a transcript will be available later.  Minutes of actions taken at the meeting will be filed in the Town Clerk's office as soon as possible.  As in-person attendance by board members, applicants and interested members of the public is not permitted because of the COVID-19 Executive Orders issued by the Governor, the procedure for those wishing to participate via ZOOM in the scheduled Public Hearings below will be timely posted on the Town website at WWW.RAMAPO.ORG AND IN THE ROCKLAND COUNTY JOURNAL NEWS.

At the meeting, the Board will hold Public Hearings on the following applications.  Links to files containing the application and supporting documents is available on the Town website.

Details on the on the following Agenda items:

Application # 4860: Shoppers Haven, 27 Orchard Street, Monsey, New York, for the variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of an expansion of an existing supermarket – warehouse-retail center to include local convenience commercial, retail office, storage and parking. The applicant proposes to extend the existing building and add a new building fronting on Main Street and a parking structure, which will have less than the required, lot width, front setback, side setback, rear setback, front yard, side yard, rear yard, parking spaces, buffer and greater than permitted development coverage, floor area ratio and building height. A variance will also be required from Section 280A, lot does not have required frontage on a public road. The property in question is: 27 Orchard Street, Monsey, New York, located on the east side of Main Street (Route 306), at the intersection of Orchard Street, which is known and designated on the Ramapo Tax Map as Section 56.11-2-29.2, 56.11-2-29-31 and 56.12-1-5.2 in a CS zone.

Application # 4856: 72 Carlton Subdivision, 9 Cedar Lane, Monsey, New York, for the variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a two (2) lot subdivision with a single family dwelling on each lot. Lot #1 will have less than the required lot area, lot width (Carlton Rd), front setback (Kupperman Lane), front yard (Kupperman Lane), side setback and side yard. Lot #2 will have less than the required lot area, lot width, side setback, total side yard, street frontage. A variance will also be required from Section 376-71 (A), in that parking is prohibited in any required yard. The property in question is: 72 Carlton Road, Monsey, New York, located on the south side of Carlton Road, 0 feet west from the intersection of Kupperman Lane, which is known and designated on the Ramapo Tax Map as Section 49.18-1-5 in an R-35 zone.

Application # 4859: Remsen Gardens, LLC, 1 Larissa Court, Airmont, New York, for the variances of the requirements of Section 376-65C of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a single family dwelling with one accessory apartment, which will have greater than permitted apartment size and cannot exceed 50% of the principal dwelling. The property in question is: 12 Stein Circle, Monsey, New York, located on the east side of Remsen Avenue, approximately 676 feet north from the intersection of Hilda Lane, which is known and designated on the Ramapo Tax Map as Section 56.10-3-9.5 in an R-15A zone.

Application # 4823: Moses and Rachel Salamon, 201 Blauvelt Road, Monsey, New York, for the variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a three family dwelling with three accessory apartments, which will have less than the required front yard, front setback, side setback, rear setback, rear setback (deck), greater than permitted development coverage and greater than permitted floor area ratio. A variance will be required from Section 376-65B, in which accessory unit entrances are required to be on the side or rear of the structure. A variance will be required from Section 376-65C, in that the accessory apartments cannot exceed 50% of the principal dwelling. A variance will also be required from Section 376-72A, in which driveways shall include adequate turnaround to preclude backing onto a public road. The property in question is: 201 Blauvelt Road, Monsey, New York, located on the west side of Blauvelt Road, approximately 150 feet north from the intersection of Cedar Lane, which is known and designated on the Ramapo Tax Map as Section 49.19-6-41 in an R-15C zone.

Application # 4850: Tova Trust, 31 Francis Place, Unit 101, Monsey New York, for the variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of an addition to an existing three family dwelling, which will have less than required rear setback and rear setback (deck). The property in question is: 31 Francis Place, Monsey, New York, located on the north side of Francis Place, approximately 820 feet east from the intersection of Ronald Drive, which is known and designated on the Ramapo Tax Map as Section 49.20-3-3.1 in an R-15C zone.

Application # 4847: Dayman Holdings, 46 Main Street , Suite 128, Monsey, New York, for the variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a two family dwelling with one accessory apartment, which will have less than the required lot area, front yard, front setback, greater than permitted development coverage and greater than permitted floor area ratio. The property in question is: 7 Fred Eller Drive, Monsey, New York, located on the south side of Fred Eller Drive, approximately 250 feet west from the intersection of Summit Avenue, which is known and designated on the Ramapo Tax Map as Section 56.15-3-19 in an R-15A zone.

Application # 4848: Wolf Winkler, 35 Francis Place, Monsey, New York, for the variances of the requirements of Section 376-65B of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a single family dwelling with one accessory apartment, in which accessory unit entrances are required to be on the side or rear of the structure. A variance will also be required from Section 376-65C, in that the accessory apartments cannot exceed 50% of the principal dwelling, A variance is also required from Section 376-41 for side yard (shed). The property in question is: 11 Hammond Street, Monsey, New York, located on the east side of Hammond Street, approximately 215 feet south from the intersection of Old Nyack Turnpike, which is known and designated on the Ramapo Tax Map as Section 56.16-2-14.10 in an R-15A zone.

Application # 4846: Judith Rosenberg, 140 Park Lane, Monsey, New York, for the variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of an addition to an existing two family semi attached dwelling, which will have less than the required front setback and front yard (Adar Court), rear setback and greater than permitted development coverage. The property in question is: 140 Park Lane, Monsey, New York, located on the north side of Park Lane, approximately 615 feet west from the intersection of West Central Avenue, which is known and designated on the Ramapo Tax Map as Section 56.12-2-46.1 in an R-15C zone.

Subject to the posted procedure, all present at the time an application is called and wishing to address the Board will be heard. Written comments on an application submitted in accordance with the posted procedures will be accepted and considered by the Board as part of the record on that application
