On or about July 1, 2025 the Town of Ramapo will submit a request to the U.S. Department of Housing and Urban Development for the release of Community Project Funding (CPF) Grant funds under Title 14-251 of the EDI (2224) to undertake a project known as Town of Ramapo Sidewalk Improvements for the purpose of reconstructing and improving multiple intersections and sidewalks throughout the Town of Ramapo, more specifically; 1) sidewalk installation on Pine Brook Road and Chestnut Ridge, 2) sidewalk installation on Smith Hill Road, 3) intersection improvements at West Maple Avenue and Viola Road, 4) sidewalk installation on McNamara Road between New Hempstead Road and E Willow Tree Road, 5) intersection improvements at Grove Street and Remsen Avenue, 6) intersection improvements at Maple Avenue and Howard Drive, and 7) sidewalk installation on Route 306 between Lime Kiln Road and Old Pomona Road. The total HUD funding will be $8,000,000.
The activities proposed comprise a project for which a Finding of No Significant Impact on the environment was published on March 6, 2025 and May 7, 2025. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Town of Ramapo Clerk’s Office, 237 Route 59, Suffern, New York 10901and may be examined or copied weekdays between 9:00 A.M. to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Town of Ramapo Town Clerk’s Office. All comments received by June 16, 2025 will be considered by the Town of Ramapo prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The Town of Ramapo certifies to Community Planning and Development (CPD) that Michael Specht in his capacity as Supervisor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. U.S. Department of Housing and Urban Development New York’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Ramapo to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
U.S. Department of Housing and Urban Development New York will accept objections to its release of fund and the Town of Ramapo’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Ramapo; (b) the Town of Ramapo has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by U.S. Department of Housing and Urban Development New York; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to U.S. Department of Housing and Urban Development New York at 26 Federal Plaza, Room 3513, New York, New York 10278 and/or by email to CPDRROFNYC@hud.gov. Potential objectors should contact U.S. Department of Housing and Urban Development New York to verify the actual last day of the objection period.
