LEGAL NOTICE


NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will meet on Tuesday, February 22, 2022 at 8:00pm and will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those applications.


The remote meeting will be convened at Ramapo Town Hall, 237 Route 59, Suffern, NY, but the Board members, applicants and their representatives, and the public will attend the meeting remotely via the Zoom platform, using the instructions below. After providing opportunity for those present and wishing to be heard to address the Planning Board, the Public Hearing may be closed or continued.
At the meeting, the Planning Board will hold Public Hearings on the following application(s). Links to files containing the application and supporting documents are available on the Town website using the posted meeting agenda.

PLEASE TAKE FURTHER NOTICE that the statutory authority for public bodies to conduct remote meetings will expire when the current State of Emergency expires or is terminated by Executive Order of the Governor. In that event, the Planning Board will give notice on the Town’s website no later than the day of the scheduled meeting that it meet in-person at Town Hall on that date, and reserves the right to require that applicants and persons wishing to be heard be present in-person, and that persons wishing to enter Town Hall to attend the meeting comply with all applicable federal, state and county health guidance.

1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Revised Site Plan Approval with respect to an application of The Monsey Marketplace LLC, 95 Chestnut Ridge Road, Montvale, NJ 07645 for approval of a site development plan entitled Town Square Retail showing a new 28,221sf two-story building and reconfiguration of the existing parking lot serving the Town Square shopping center including a 2,898sf expansion of the warehouse accessory to Evergreen Kosher on the Southside of Town Square Mall. The property in question is a 13.44-acre lot in an MU-1 Zone. The property in question is located at 75 Route 59, Monsey, New York, 10952 on the South side of Route 59, approximately 750 feet East of Route 306, which is designated on the Ramapo Tax Map as Section, Block, Lot 56.16-1-10. The Planning Board classified the proposed action as an Unlisted SEQRA Action on April 27, 2021, and a coordinated review was initiated on May 4, 2021. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


2. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan and Special Permit Discussion with respect to an application of Mercaz Hatorah of Belle Harbor, 505 Beach 129th Street, Rockaway Park, New York 10694, for
approval of a site development plan entitled Mercaz Hatorah of Belle Harbor showing a new school and dormitory with swimming pool. Existing structures on lot 38 and 39 to be demolish and existing structure on lot 42 to be used as dean residence. The property in question is a 3.9-acre lot in a R-35 Zone, located at 33 Gessner Terrace, 24, 28 & 30 Marietta Drive, Pomona New York, 10977 on the West side of Marietta Drive, approximately 575 feet South of Leadore Lane, which is designated on the Ramapo Tax Map as Section, Block, Lot 33.19-3-37, 38, 39 & 42. The Planning Board classified the proposed action as an Unlisted SEQRA Action on August 31, 2021, and a coordinated review was initiated on November 19, 2021. Subsequent to this circulation, it was determined that this application is a Type I Action and was re-circulated on January 19, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


3. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion with respect to an application of Saul Schlesinger, 4 Tokay Lane, Monsey, NY 10952, for approval of a site development plan entitled Kahal Mekor Chaim-7 Valencia Drive showing an addition to an existing house of worship with rabbi’s residence on the 0.581-acre site. The property in question is located at 7 Valencia Drive, Monsey, New York 10952 on the West side of Valencia Drive, approximately 486 feet East of Concord Drive, which is designated on the Ramapo Tax Map as Section, Block, Lot 49.15-2-7 and is located in a R-40 zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


4. Re-Affirm Negative Declaration of June 7, 2016 and Revised Site Plan Discussion with respect to an application of Cong Tolmich, 68 Carlton Road, Monsey, NY 10952, for approval of a site plan entitled 68 Carlton-Cong Tfilah L’Dovid consisting of revised site plan to revise the layout of the house of worship on the 1.22-acre site. The property in question is located at 68
Carlton Road, Monsey, New York 10952 on the North side of Carlton Road, approximately 70 feet East of Kuperman Lane, which is designated on the Ramapo Tax Map as Section, Block, Lot 49.18-2-2 and is located in a R-35 zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
