MINUTES OF THE REORGANIZATION MEETING OF THE RAMAPO TOWN BOARD HELD ON JANUARY 10, 2007

 

The Town Board of the Town of Ramapo convened in Regular Session on Wednesday, January 10, 2007 in the Edwin Wallace Auditorium at Ramapo Town Hall, 237 Route 59, Suffern, New York.

 

Supervisor Christopher P. St. Lawrence called the meeting to order and Town Clerk, Christian G. Sampson called the roll.  The following board members were present and answered tot their names:

STATE OF THE TOWN MESSAGE 2007

 

Good evening ladies and gentlemen...

 

Tonight I have the honor of delivering my seventh State of the Town Message. This is a particularly gratifying opportunity to share with you some of the accomplishments of the past year and our vision for the future...

 

First, I would like to recognize three dedicated employees who collectively have given over a century of service to our Town.

2006 was another year of achievement and national accolades for the Town of Ramapo. Ramapo was once again selected by Money Magazine as one of the best places to live in the United States. The August edition of Money which has over 7.5 million readers worldwide ranks the Town of Ramapo the 49th Best Place to Live in America - based on an analysis of crime rates, employment opportunities, arts & leisure activities, open space and parkland. Ramapo was the only community in NYS to receive Best Places To Live recognition.

 

Several weeks ago, the Town of Ramapo received the Quality Communities Award in Albany for our creation of the Ramapo River Watershed Intermunicipal Council. Lt. Governor Mary E. Donahue presented this award to me, which I accepted on behalf of our 28 member communities.

Moody’s Investment services once again awarded the Town of Ramapo the Highest Bond Rating in Rockland County, which allows us to increase our services while saving money for taxpayers.

 

Thousands of Rockland residents attended cultural and recreational events sponsored by the Town of Ramapo this year including:

     Fourth of July Fireworks & Concerts

     9/11 Dedication Ceremony

     Big Screen Classic Movie Series

     St. Lawrence Center Dedication

     Harvest Festival

     Drive-In Movies

     Annual Canine Pool Party

     Family Fest New Year’s Eve Celebration

 

This Fall a special section of the Legislative Gazette, which is distributed throughout New York State, will feature the Town of Ramapo, focusing on our Open Space Program which is one of the most proactive on the east coast.

 

The Town of Ramapo has protected thousands of acres of open space over the last two years acquiring greenspace through donation, purchase and dedicated park zones. These open space acquisitions have protected wetlands, rivers, water quality and historic sites. Income producing properties such as Rustic Brook, Camp Scuffy, the Equestrian Center, HTI Building and the St. Lawrence Center are enabling us to cover the cost of our bonding. Tonight, I am proud to announce that the Sloat House (Harmony Hall) has been awarded National Registry status.

 

Our “Ramapo Cares Program” this year supported many in need:

     Aiden Berges who received a successful bone marrow transplant

 

     Michael Roberts from Spring Valley High School, who with the help of Town residents and nearby communities in New Jersey, had an elevator installed in his home to help him cope with his physical disability

 

     Mann Family Ramapo’s Turkey Trot this year was held in memory of former Town employee Emil Mann. Over $6,600 was raised to benefit his family

 

     Firemen in Louisiana over $26 thousand dollars was raised during a Telethon on Ramapo LIVE to help volunteer firemen in Louisiana rebuild a firehouse

 

The Ramapo Police Department received national recognition and media coverage for saving the life of a Hillcrest teenager with the help of local residents. The NYS Justice Department commended the Department for its implementation of the “Amber Alert” procedure.

 

The Ramapo Town Board’s approach to key issues has been progressive with one guiding principle - ACT LOCALLY - THINK REGIONALLY

 

Regionalism is playing an ever increasing role in municipalities throughout the Country. There is a growing realization that communities are intertwined economically, culturally and socially. We benefit from each other’s successes, enjoy each other’s cultural institutions and share common infrastructures for energy, transportation and communication. The more we accept the idea that we are interdependent and interconnected, the more we will be able to harness our collective resources and energies. Problems such as the lack of affordable housing, increasing traffic congestion, decreasing open space, air and water pollution cannot be addressed without understanding the regional context in implementing local solutions.

 

Ramapo Acting Locally Thinking Regionally

 

1.          In Acting Locally to prevent the largest power plant in the Country from being built in the Tome Valley and refusing an offer of $200 million dollars from American National Power for the Town to stop our opposition to the power plant our victory safeguarded the air quality and quality of life for countless thousands of people who live in the metropolitan area.

           

2.        In Acting Locally actively supporting the new Good Samaritan Hospital Cardiac Care Center, our residents will receive state of the art cardiac care services and the heart disease mortality rate of our region will be greatly reduced.

 

3.        In Acting Locally to keep Avon Corporation in Suffern, Ramapo safeguarded 354 Avon jobs and created hundreds of construction jobs for our local residents. Over the past decade, numerous businesses have left New York State devastating in particular the economy of upstate New York communities. Avon is now a showplace which has attracted widespread corporate interest in the Town of Ramapo and the Hudson Valley region. Shifting the tax burden from homeowners to business.

 

4.        In Acting Locally to purchase over $25 million dollars of open space, Ramapo has protected our region’s wellfield and water supply, and preserved 2,000 acres of greenspace for future generations.

 

5.        In Acting Locally to acquire the Tilcon Quarry in Suffern, at no cost to taxpayers, Ramapo will expand regional water storage capacity, mitigate flooding in the Squire’s Gate area of Suffern, and in the downstream communities in the New York and New Jersey area while preserving 65 acres of greenspace with future economic and recreational potential.

 

6.        In Acting Locally to construct the Joseph T. St. Lawrence Center, Ramapo will provide athletes from throughout our region the opportunity to showcase their talents, and offer recreation and wellness programs which will connect communities, families and generations.

 

7.        In Acting Locally to spearhead the creation of the Ramapo River Watershed Intermunicipal Council, Ramapo along with municipalities from four Counties (Rockland, Orange, Bergen & Passaic) and two States (N.Y. & N.J.) have united in an effort to protect the 162 square mile Ramapo River Watershed. Pace University Land Use Center is using this model of local collaboration as a basis of a new course offering. The environmental group (The Highlands Coalition) is using our Ramapo River Watershed Intermunicipal Council as a model for protecting all the watersheds in the Highlands from Allentown, PA to Newington, CT. On Monday night, the Orangetown Town Board passed two Resolutions the first was to set up a Clean Water Protection Task Force and the second Resolution appointed me as Chairman. I was honored to be asked to lead this important endeavor, which in my mind is an example of regional cooperation & collaboration to safeguard a vital resource.

 

 

8.        In Acting Locally to settle tax certiorari cases with Mirant and Con Edison, Ramapo not only saved millions of dollars for Ramapo Central and East Ramapo School Districts, but even more importantly, developed a new formula for assessing utility properties establishing a depreciation floor of 20%. This new formula is being studied by communities throughout New York State.

 

9.        In Acting Locally to spearhead the Western Ramapo Sewer Project which will replace failed septic systems in Hillburn and Sloatsburg which are jeopardizing our regional water supply. This project’s Design, Build and Operational Plan has received national recognition. The new Western Ramapo Advanced Waste Water Treatment Facility will safeguard the quality of water in the Ramapo Wellfields, which provides 40% of Rockland’s water supply.

 

10.      In Acting Locally to become a participant in the recent United Water Rate Case, Ramapo working in consort with the Rockland County Fire Chiefs Association convinced the Public Service Commission to reduce the proposed rate increase by over 50% while mandating that United Water expend $16 million dollars in infrastructure improvements, undertake ongoing inspection and upgrade of transmission lines and fire hydrants throughout Rockland County. Severe penalties for non­compliance and non-performance are included in this historic agreement. Our actions locally will result in new water transmission lines being installed in Hillcrest, the Village of Haverstraw, Sparkill in Orangetown and infrastructure improvements throughout the region.

   11.            In Acting Locally as Chairman of the Rockland County Solid Waste Management Authority, I am pleased to announce that our actions locally have resulted in our facility being utilized by communities throughout Rockland, Orange and Bergen Counties. Last week, the N.Y.S. DE.C. awarded $2.4 million dollars in grants statewide. The R.C. Solid Waste Management Authority received 50% of the grant monies allocated - $1.2 million dollars!

 

2007 QUALITY OF LIFE GOALS

 

“Local and Regional in scope Proactive and Bi-partisan in nature”

 

1.        SPEARHEAD EFFORTS TO ESTABLISH A LOWER HUDSON

VALLEY POWER AUTHORITY - Across the Country, over 2,200 utilities are owned by municipalities. The benefits of these facilities are:

      Generate power near the source of demand

      They give municipalities a measure of control over price and reliability of supply

      They keep capital investment within the local area, generating jobs and tax revenue

      Utilize cleaner state of the art technology and develop alternative energy sources

 

The lower Hudson Valley Power Authority will attract Federal and State funding to offset environmental cleanup of existing power plants and help beleaguered taxpayers such as those in North Rockland.

 

2.        HOST A MUNICIPAL BEST PRACTICES EXPO - Inviting municipalities from throughout the Town, County and State to present model programs which enhance services and save taxpayer dollars. This expo will also reflect the goals of our new Governor Eliot Spitzer; consolidate government, invest in infrastructure, create new energy sources, and preserve land.

           3.       ESTABLISH THE TOWN OF RAMAPO MULTI-                                                                                        GENERATIONAL CENTER - This Center will feature environmental programs for children and adults, and be a place where our seniors will hold meetings and our twinning groups will hold Heritage Nights. This new Multi-generational Center will also be the home of the Town of Ramapo Historical Museum.

 

         4.      ESTABLISH A 24 HOUR CABLE TV CHANNEL FOR RAMAPO     RESIDENTS - Which will feature a local community bulletin board, broadcast local recreation and cultural events, and be utilized to broadcast emergency announcements. This is in addition to our regular LIVE From Town Hall Program which is broadcast County wide every Thursday night at 8:00 P.M. on Cablevision.

 

      5.     IMPLEMENT NEW PUBLIC SAFETY INITIATIVES - under the leadership of     our new Police Chief Peter Brower. These initiatives will include: traffic calming, pedestrian safety education programs, enhanced speeding enforcement and enforcement of overweight trucks using our local roads.

 

      6.     RAMAPO’S “CLEAN AND GREEN” PROGRAM - will include annual  beautification awards, expanded code enforcement, new leaf & composting facility, a recycling drop off area and the purchase of new equipment a sweeper, garbage truck and recycling vehicles. Historic clocks identical to one recently installed on Eckerson Road and Rt. 45 in Hillcrest will also be installed at Town Hall, Spring Valley, Rt. 59 gateway from Clarkstown, corner of Rt. 59 and Tome Valley Road, New Hempstead Road and Route 45. In addition, we will be installing fountains in Lake Suzanne in Monsey and Lake Antrim in Suffern.

 

7.        EXPAND OUR NATIONALLY RECOGNIZED CULTURAL AND RECREATIONAL PROGRAMS - including our first Twinning trip to China in March, the opening of an multi-purpose air structure at the St. Lawrence Center, the construction of the Ramapo River Greenway Trail which will connect the Villages of Suffern, Hillburn and Sloatsburg to our new Center, programs for people with special needs at our Equestrian Center, and the completion of the Challenger Little League Field at Orchards Hill Park.

 

8.        FINANCE The Town of Ramapo is in excellent fiscal shape, we have refinanced all of our bonds 70% of our long term debt will be retired in ten years. Our high bond rating allows us to borrow money at low interest rates, saving tax dollars while giving us the ability to enhance services. This year, we will once again aggressively pursue State and Federal Grants.

 

9.        ON-GOING OPEN SPACE PURCHASES - including the establishment of an inter-municipal historic preservation district with the Town of Clarkstown to save Crow House, purchase of the VFW Hall in Sloatsburg, purchase of twenty-two (22) acres in Hillburn which will be a park dedicated in memory of Emil Mann, and the purchase of 15 acres in the Tome Valley which was the proposed site of the Sithe Energy Power Plant. On January 24tb, a historic Press Conference will take place featuring the newly appointed New York State Parks Commissioner Carol Ash, commemorating the formal acquisition of 261 acres of High Mountain in Tome Valley. This purchase includes land west of Route 17 to the New Jersey border. This compliments our purchase this year of 37 acres along both sides of the Ramapo River between N.Y.S. Thruway and Route 17. Soon, there will be an announcement of the purchase of the entire Reitman Plateau in the Tome Valley. Tonight, I am proud to announce the Town Board has finalized the purchase of a five acre parcel along the Mahwah River in the Village of Montebello. This property known as the Masonic Temple is located on the corner of Mayer Drive and Route 202. It will now be the home of our new Multi-generational Center and Town Museum.

 

10.      INTERGOVERNMENTAL RELATIONS COORDINATOR - our new Intergovernmental Relations Coordinator will lead our negotiations with the Public Service Commission in the Orange & Rockland Utilities Rate Case in a partnership with the NYS Consumer Protection Board in order to return to Rockland County rate payers $25 million dollars. He will endeavor to work with officials from Washington, Albany, Rockland County and Ramapo’s Villages to enhance communication, procure grants and increase Town/Village collaboration which over the past several years has been very prolific.

 

TOWN/VILLAGE COLLABORATION

 

SLOATSBURG We have worked with Mayor Wright and the Village Board on the following initiatives:

     Preservation of the Sloat House

     Protection of open space on Johnsontown Road

     Purchase of V.F.W. Hall and a new Veterans wing at the Sloat House

     Assistance to the Pinegrove Homeowner’s Association for dam improvements

     Working with Thruway Authority to build a Berm on Waldron Terrace

 

HILLBURN We have worked with Mayor Miele and the Village Board on the following initiatives:

    Creation of The Emil Mann Park

    Increased Fire District Funding threefold over the past five years

    Completion by the Town of a new Center Mall Park

    Connection of each and every home to the new Waste Water Treatment Facility

 

SUFFERN We have worked with Mayor Keegan and the Village Board on the following initiatives:

     Stonegate Park continued enhancement and Dedication of Gazebo in memory of Bernie Wiener

 

     Continued enhancement of Bon Aire Park and installation of Bocci Courts in memory of Sal Builione

     Tilcon Quarry pursue flood mitigation options utilizing the Quarry site

     Removal of hazardous propane tanks

 

SPRING VALLEY We have worked with Mayor Darden and the Village Board on the following initiatives:

     Ramapo Cultural Arts Center

     Gateway Beautification Project

     Hillcrest Beautification Project

     Senior Citizen Pilot Programs

 

MONTEBELLO - We have worked with Mayor Gorman and the Village Board on the following initiatives:

     NYS Thruway Exit 14B Intersection improvements

     Purchase of the Masonic Temple

     Open space protected at Grandview Road and Spook Rock Road

 

NEW HEMPSTEAD We worked with Mayor Dessau and the Village Board on the following initiatives:

     30 acres open space preserved on Old Pomona Road

     Brick Church Cemetery Cell Tower shared revenue

 

WESLEY HILLS We worked with Mayor Frankl and the Village Board on the following initiatives:

     155 acre Mitch Miller property formally dedicated as parkland

     Collaborated to stop the sale of the Lime Kiln School property and continue efforts to preserve this property as open space for future generations

 

NEW SQUARE We worked with Mayor Friesel and Village Board on the following initiatives:

     Collaborative agreement between New Square and the Hillcrest Fire Department

     Installation of new transmission lines and the pressure testing of all fire hydrants1

 

CHESTNUT RIDGE We worked with Mayor Kobre and the Village Board on the following initiatives:

     Acquisition of Pinebrook property

     Children’s Park improvements

     Assistance with drainage problems

     Installation of new traffic light at Garden State Parkway extension and Red Schoolhouse Road with the help of County Legislator Patrick Moroney

 

POMONA We worked with Mayor Marshall and the Village Board on the following initiative:

     Inter-municipal Sewer Maintenance Agreement

 

AIRMONT We worked with Mayor Layne and the Village Board on the following initiatives:

     $5 million dollars in open space purchases

     Airmont Road/Route 59 intersection improvement

     Upgrade of Rella Park facility

     DeBaun Avenue extension and improvement

     Tonight, I am pleased to announce the completion of a $300,000 project which will eliminate overflow on South Monsey Road

 

KASER We worked with Mayor Rosenfeld and the Village Board on the following initiative:

     Improvement of sidewalk, road surface, lighting, and beautification projects on Maple Avenue from Saddle River Road to Monsey Boulevard

 

The Town Board will continue to make open space purchases in Villages throughout Ramapo and will endeavor to collaborate with the Village, Fire District Officials and Ambulance Corps to develop a comprehensive plan to construct volunteer housing.

Reflection

 

I am honored to be the Supervisor of Ramapo; I am humbled by the support of our residents; I am thankful for the dedication of our Town Board Members Fran Hunter, Ed Friedman, David J. Stein and Harry Reiss. I am proud of our work force which reflects the diversity of our Town. A diversity that I view as our greatest strength and I will continue to balance the wants and needs of all of our citizens, because whether you were born in the Town (like myself) or whether you joined our Town today, we are all entitled to the same rights under God and Country.

 

When I visit neighborhoods in our Town, I see a vibrant, enthusiastic and energetic landscape, a place where people of different colors and creeds live and work together in a family centered environment... Very few communities in the United States can match our Town’s cultural, recreational amenities and our ever increasing amount of open space, 55% of our land area is now dedicated park land. Most important of all, I cherish the integrity, work ethic and the character of our residents who reflect the wonderful mosaic that is America.

 

As we contemplate celebrating Martin Luther King Day next Monday, I would like to close with one of my favorite inspirational quotations by Dr. King...

 

“Cowardice asks the question is it safe? Expediency asks the question is it political? Vanity asks the question is it popular? But conscience asks the question is it right? And there comes a time when one must take a position that neither safe, nor political, nor popular, but one must take it because it is RIGHT!

RESOLVED by the Town Board of the Town of Ramapo that employees and officials of the Town of Ramapo, when authorized or directed to travel in connection with their work, be hereby compensated as follows for the year 2007:

 

For travel using their personal vehicle, the Internal Revenue (IRS) Standard Mileage Rate in effect at the time of such travel, (48.5 cents per mile effective January 1, 2007) plus tolls and parking fees,

For meals, reimbursement shall be the IRS per diem meal rates in effect for the area in which traveled, subject to presentation of receipts,

Reimbursement for meals will be provided without presentation of receipts, except when in attendance at the Annual Association of Towns Meeting, where reimbursement shall be as follows:

       - Maximum amount of reimbursement shall be $64.00 with submission of receipts, and

       - Without receipts, the maximum reimbursement shall be $55.00

 

BE IT FURTHER RESOLVED that the Town Board of the Town of Ramapo be hereby authorized to approve, at their discretion, all expenses and any other requests by employees and officials of the Town of Ramapo to attend schools, educational seminars and other Town of Ramapo related business.

 

 

ADOPTION OF SALARY SCHEDULE FOR 2007
